About introduction of temporary ban on export of seeds of colza from the Russian Federation

According to article 47 of the Agreement on the Eurasian Economic Union of May 29, 2014, with appendix No. 7 to the specified Agreement, with article 21 of the Federal law "About Bases of State Regulation of Foreign Trade Activity", article 11 of the Federal law "About Customs Regulation in the Russian Federation and about Modification of Separate Legal Acts of the Russian Federation" and for the purpose of ensuring food security the Government of the Russian Federation decides:

1. Establish from the date of entry into force of this resolution till August 31, 2024 inclusive temporary ban on export of seeds of colza (codes 1205 10 900 0 and 1205 90 000 9 CN FEA EEU) (further - colza seeds) from the Russian Federation.

2. The temporary ban specified in Item 1 of this resolution does not extend:

a) on the colza seeds which are taken out from the territory of the Russian Federation to state members of the Eurasian Economic Union;

b) on the colza seeds exported automobile and by rail from the territory of the Russian Federation from the check point through frontier of the Russian Federation Zabaykalsk;

c) on the colza seeds which are exported from the territory of the Russian Federation for rendering the international humanitarian assistance to foreign states based on decisions of the Government of the Russian Federation;

d) on the colza seeds which are exported from the territory of the Russian Federation within the international intergovernmental agreements;

e) on the colza seeds which are exported from the territory of the Russian Federation within the international transit carriages which are beginning and coming to an end outside the territory of the Russian Federation and also the colza seeds moved between parts of the territory of the Russian Federation through the territories of foreign states;

e) on the colza seeds which are exported from the territory of the Russian Federation as supplies;

g) on the colza seeds which are exported from the territory of the Russian Federation for the purpose of ensuring activities of the military forming of the Russian Federation which are in the territories of foreign states;

h) on the colza seeds which are exported from the territory of the Russian Federation for the purpose of ensuring organization activity of the Russian Federation, located in Baikonur (Republic of Kazakhstan) and in the territory of the Baikonur complex;

i) on the colza seeds which are exported from the territory of the Russian Federation for the purpose of ensuring organization activity of the Russian Federation on Svalbard archipelago;

j) on the colza seeds which are taken out from the territory of the Russian Federation to the Republic of Abkhazia and the Republic South Ossetia;

k) on the colza seeds which are exported from the territory of the Russian Federation by physical persons for private use;

l) on the colza seeds which are exported from the territory of the Russian Federation on which the decision on the import prohibition by results of federal state phytosanitary quarantine control (supervision) and (or) federal state control (supervision) in the field of quality assurance and safety of grain and products of conversion of grain at check points through frontier of the Russian Federation which is drawn up according to the procedure, established by the legislation of the Russian Federation is made.

3. To the Ministry of Economic Development of the Russian Federation in accordance with the established procedure to notify the Eurasian economic commission on introduction of the temporary ban specified in Item 1 of this resolution.

4. This resolution becomes effective after one day after day of its official publication.
