About approval of Rules of carrying out validation and verification

According to Item 8 of article 304 of the Ecological code of the Republic of Kazakhstan, PRIKAZYVAYU:

1. Approve the enclosed Rules of carrying out validation and verification.

2. To provide to department of climatic policy and green technologies of the Ministry of ecology, geology and natural resources of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of ecology, geology and natural resources of the Republic of Kazakhstan;

3) within ten working days after state registration in the Ministry of Justice of this order submission to Department of legal service of the Ministry of ecology, geology and natural resources of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of ecology, geology and natural resources of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of carrying out validation and verification

Chapter 1. General provisions

1. These rules of carrying out validation and verification (further - Rules) are developed according to Item 8 of article 304 of the Ecological code of the Republic of Kazakhstan and verifications and confirmations of reliability of the inventory report of greenhouse gases and the report on project implementation on emission reduction or increase in absorption of greenhouse gases are aimed at providing procedures of validation of the plan of monitoring, the project documentation on emission reduction or increase in absorption of greenhouse gases.

2. In these rules the following terms and determinations are used:

1) accreditation - the accreditation of bodies for validation and verification performed according to the legislation of the Republic of Kazakhstan on accreditation in the field of assessment of conformity and the international standards accepted as the national RK ISO ST RK ISO 14064-3, ST standards 14065, by ST of RK ISO 17029, and also these rules;

1-1) certificates of accreditation - the document issued by accreditation body, certifying competence of subjects of accreditation to perform works in certain area of assessment of conformity;

2) area of accreditation - officially acknowledged objects of assessment of conformity to which accreditation extends;

3) the platform - the place where the organization performs the activities or provides service;

4) experts are auditors on accreditation - the physical persons certified according to the procedure, determined by accreditation body
