1. Approve the enclosed Instruction on the organization of anti-terrorist protection of objects of the chemical industry, vulnerable in the terrorist relation.

2. To provide to committee of the industry of the Industry ministry and construction of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Industry ministry and construction of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Industry and construction of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

The instruction on the organization of anti-terrorist protection of objects of the chemical industry, vulnerable in the terrorist relation

Chapter 1. General provisions

1. This Instruction on the organization of anti-terrorist protection of objects of the chemical industry, vulnerable in the terrorist relation (further – the Instruction), is developed according to Item 1 of article 10-2 of the Law of the Republic of Kazakhstan "About counteraction to terrorism" (further – the Law), and also Requirements to the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, approved by the order of the Government of the Republic of Kazakhstan of May 6, 2021 No. 305.

This Instruction is held for use heads, owners, owners of objects of the chemical industry, vulnerable in the terrorist relation, the workers providing holding actions for anti-terrorist security of such objects under the organization of their anti-terrorist protection, and also for the controlling and executive bodies when studying, checking and assessment of condition of anti-terrorist security of objects of the chemical industry.

In case of development of the Instruction requirements of the following regulatory legal acts are considered:

The presidential decree of the Republic of Kazakhstan of August 9, 2013 No. 611 "About approval of Rules of the organization and functioning of the state monitoring system of information and notification of the population on emergence of threat of the act of terrorism";

the order of the Government of the Republic of Kazakhstan of April 12, 2021 No. 234 "About approval of Rules and criteria of reference of objects to vulnerable in the terrorist relation";

the order of the Government of the Republic of Kazakhstan of May 06, 2021 No. 305 "About approval of requirements to the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation";

the joint order of the Minister of Internal Affairs of the Republic of Kazakhstan of June 14, 2023 No. 481 and the Chairman of Committee of homeland security of the Republic of Kazakhstan of June 26, 2023 No. 51 "About approval of the standard passport of anti-terrorist security of objects, vulnerable in the terrorist relation" (it is registered in the Register of state registration of regulatory legal acts at No. 32950).

4) system of video surveillance - set of surveillance cameras, data lines, program and technical means and storage of videos, and also the program and (or) technical means of management performing information exchange among themselves;

5) system of lighting – set of the technical means allowing to provide the necessary level of illumination for system of video surveillance, visibility of people and vehicles on object in night-time;

6) technical reinforcement – the structural elements, engineering, technical means and (or) their set providing necessary counteraction to unauthorized penetration on object or its parts;

7) the alarm system – set jointly the operating technical means intended for detection of unauthorized penetration into the protected zone (site), violation of integrity of the protected zone (site), collection, processing, transfer and submission of information in the set type on violation of integrity of the protected zone (site);

8) the protected zone (site) – the territory, and also allocated on object of zone (sites), part of buildings (structures and constructions), the rooms and their structural elements which are subject to protection;

9) the subject of security activities are specialized security divisions of the law-enforcement bodies or the private security organizations having the corresponding license for the right of implementation of security activities including protection of objects, vulnerable in the terrorist relation;

10) means of restriction of access – the equipment and (or) means interfering unauthorized access to object, its potentially dangerous sites;
