About measures for enhancement of system of providing the needing persons with prosthetic and orthopedic products and technical means of rehabilitation

For the purpose of raising on qualitatively new level of system of support of persons needing social protection, simplifications of mechanisms of providing with prosthetic and orthopedic products and technical means of rehabilitation, and also ensuring strategy implementation "Uzbekistan - 2030":

1. Approve offers of the National agency of social protection in case of the President of the Republic of Uzbekistan (further - the National agency of social protection) and the Ministry of Economics and finance about:

expansion till May 1, 2024 of types of the prosthetic and orthopedic products and technical means of rehabilitation (further - prosthetic products and means of rehabilitation) which are guaranteed provided with the state from 18 to 30, taking into account such means as wheelchair with the electric drive, cycle chair carriage, the mechanical wheelchair equipped with the sanitary equipment, wheel walker (rollator), chetyrekhnozhny walker, the sound thermometer and tonometer, and also others;

increase since May 1, 2024 in the size of the means covered by the state to the needing persons on acquisition of prosthetic products and means of rehabilitation proceeding from market situation, on average to triple, and also about increase in some types of data of means - to the tenfold size.

2. Determine that:

a) since May 1, 2024:

needs of persons with disability in prosthetic products and means of rehabilitation are determined on the basis of the certificate of disability without execution of the separate medical certificate;

the medical certificate about needs of the persons of retirement age who do not have group of disability in prosthetic products and means of rehabilitation is drawn up in the electronic information system "medico-social examination";

b) till May 1, 2024 in the city of Tashkent and the Samarkand region, till October 1, 2024 - in all other regions of the republic the procedure for providing the needing persons with prosthetic products and means of rehabilitation on voucher basis according to which takes root:

providing the needing persons with prosthetic products and means of rehabilitation is performed by means of electronic commerce;

the needing persons who cannot submit the application for prosthetic products and means of rehabilitation by means of electronic commerce are given help by Inson social service centers and social workers;

the operators of electronic trading platform who showed willingness to implement on the basis of the voucher technical means of rehabilitation on the electronic trading platform are attracted by the National agency of social protection;

the negative difference formed between the cost of the voucher and the price of the acquired prosthetic products and means of rehabilitation becomes covered at the expense of own means of the needing persons, and in case of positive difference the needing persons are given opportunity of receipt of its 20 percent as encouragement. At the same time these funds for encouragement do not join in the comprehensive taxable income of physical persons;

c) according to individual plans of rendering social services and the public assistance, developed groups of social workers in Inson social service centers, take measures for adaptation to social life of the needing persons provided with prosthetic products and means of rehabilitation in such directions as attraction them to education and sport, employment.

3. Agree with the offers of the National agency of social protection, the Ministry of Economics and finance directed to support of the subjects of entrepreneurship delivering prosthetic products and means of rehabilitation:

about decrease since March 1, 2024 in the amount of the charges levied for consideration of the applications of foreign producers about carrying out state registration of prosthetic products and means of rehabilitation, their accessories and spare parts and also for issue of the appropriate certificate, for 50 percent;

about release till January 1, 2027 from the value added tax of prosthetic products and their accessories, spare parts when importing to the territory of the Republic of Uzbekistan on the basis of the list according to appendix No. 1.

To the Ministry of Economics and finance together with the interested ministries and departments in two-month time to introduce to the Cabinet of Ministers the bill providing modification and amendments in the Tax code proceeding from this resolution.

4. For the purpose of conducting exact accounting of the citizens provided with prosthetic products and means of rehabilitation, and also support of activities of subjects sponsors:

since October 1, 2024 state bodies and the organizations, executive bodies on places without fail enter into the information system "Single National Social Protection" of the information about the citizens provided with prosthetic products and means of rehabilitation at the expense of the Government budget, extrabudgetary funds and charitable gifts on permanent basis;

in case of the message subjects of charity (physical persons and legal entities) to Inson social service centers and social workers about providing the needing persons with prosthetic products and means of rehabilitation at the expense of charitable gifts, Inson social service centers and social workers provide to subjects of charity information on use by the needing persons of prosthetic products and means of rehabilitation, attraction them to education and sport, condition of their socialization.

5. Confer to the National agency of social protection powers on purchase and delivery to the needing persons of wheelchairs with the electric drive and hearing aids from April 1, 2024 to April 1, 2026 in centralized procedure, at the same time without stopping providing with prosthetic products and means of rehabilitation on voucher basis by means of electronic commerce.

6. To the ministry of the higher education, science and innovations together with Academy of Sciences and the National agency of social protection to take measures for implementation and implementation in practice of results of basic, applied and innovative researches on production of prosthetic products and means of rehabilitation and to research of problems in the sphere during 2024-2025.

7. To the national agency of social protection together with the Ministry of Economics and finance, the Ministry of Health till February 1, 2025 to introduce in Administration of the President of the Republic of Uzbekistan reasonable offers on implementation of system of providing the needing persons with prosthetic products and means of rehabilitation by means of "Social card".

8. Approve the Plan of measures for further enhancement of system of providing the needing persons with prosthetic and orthopedic products and technical means of rehabilitation according to appendix No. 2.

9. Make changes and additions to some resolutions of the President of the Republic of Uzbekistan and the Government of the Republic of Uzbekistan according to appendix No. 3.
