Chapter 1. General provisions

Article 1. Purpose of this Law

The purpose of this Law is regulation of activities of the Representative of Oliy Majlis of the Republic of Uzbekistan by the child's rights (Children's ombudsman).

Article 2. Representative of Oliy Majlis of the Republic of Uzbekistan for the child's rights (Children's ombudsman)

The representative of Oliy Majlis of the Republic of Uzbekistan for the child's rights (Children's ombudsman) (further - the Ombudsman for Children) is official who exercises parliamentary control of compliance with law about the child's rights by state bodies, including law enforcement and monitoring bodies, and also the companies, organizations, the organizations and officials.

The Ombudsman for Children supplements with the activities the existing forms and remedies of the rights of the child. The Ombudsman for Children promotes enhancement of the legislation of the Republic of Uzbekistan on the rights of the child and its reduction in compliance with rules of international law, to development of international cooperation, promotes increase in legal culture of citizens in the field of the child's rights.

The Ombudsman for Children performs the powers independently and irrespective of state bodies and their officials and is accountable in the activities to chambers of Oliy Majlis of the Republic of Uzbekistan.

The certificate signed by the Speaker of Legislative house of Oliy Majlis of the Republic of Uzbekistan and the Chairman of the Senate of the Oliy Majlis of the Republic of Uzbekistan is issued to the Ombudsman for Children. The Ombudsman for Children uses the certificate during the term of the powers.

Article 3. Legal basis of activities of the Ombudsman for Children

The Ombudsman for Children performs the activities according to the Constitution of the Republic of Uzbekistan, this Law and other acts of the legislation, international treaties of the Republic of Uzbekistan.

Article 4. Basic principles of activities of the Ombudsman for Children

The basic principles of activities of the Ombudsman for Children are legality, independence, justice, humanity, inadmissibility of discrimination, objectivity, openness, priority of the rights of the child.

Article 5. Requirements to the candidate for position of the Ombudsman for Children

The citizen of the Republic of Uzbekistan who reached by day of the election of twenty five years, constantly living in the territory of the Republic of Uzbekistan at least five years can be elected to position of the Ombudsman for Children.

Article 6. Election of the Ombudsman for Children

The Ombudsman for Children is elected by Legislative house and the Senate of the Oliy Majlis of the Republic of Uzbekistan for a period of five years.

The candidate for position of the Ombudsman for Children is submitted for consideration of chambers of Oliy Majlis of the Republic of Uzbekistan by the President of the Republic of Uzbekistan.

The decision of Legislative house and Senate of the Oliy Majlis of the Republic of Uzbekistan on election of the Ombudsman for Children is accepted at meetings of chambers by a majority vote from total number of deputies of Legislative house and members of the Senate of the Oliy Majlis of the Republic of Uzbekistan respectively.

After consideration of the candidate for the Ombudsman for Children at meetings of chambers of Oliy Majlis of the Republic of Uzbekistan the made decisions of chambers on the matter go to the President of the Republic of Uzbekistan in the procedure established by the law.

After the term of the powers the Ombudsman for Children continues to fulfill the duties before election of the new Ombudsman for Children.

Article 7. Early release of the Ombudsman for Children from position

The Ombudsman for Children can be ahead of schedule dismissed by chambers of Oliy Majlis of the Republic of Uzbekistan in case:

filing of application about addition of the powers by it;

permanent violation of the state of health confirmed with the conclusion issued by medical institution;

introductions in legal force of conviction of court against it;
