About approval of Rules of provision by Fund of guaranteeing household deposits of information in the Credit register of the National Bank of Ukraine

According to Articles 7, of 15, 56 Laws of Ukraine "About the National Bank of Ukraine", article 27 of the Law of Ukraine "About financial services and finance companies", for the purpose of establishment of procedure for forming and provision by Fund of guaranteeing household deposits of information in the Credit register of the National Bank of Ukraine the board of the National Bank of Ukraine decides:

1. Approve Rules of provision by Fund of guaranteeing household deposits of information in the credit register of the National Bank of Ukraine which are attached.

2. To impose control over the implementation of this resolution on the vice-chairman of the National Bank of Ukraine Sergey Nikolaychuk.

3. The resolution becomes effective since July 1, 2024.

Rules of provision by Fund of guaranteeing household deposits of information in the Credit register of the National Bank of Ukraine

I. General provisions

1. These rules are developed according to the Law of Ukraine "About the National Bank of Ukraine", the Law of Ukraine "About financial services and finance companies" (further - the Financial services act), the Law of Ukraine "About electronic identification and electronic confidential services" and requirements of the regulatory legal act of the National Bank of Ukraine (further - National Bank) regulating order of interaction of Fund of guaranteeing household deposits directly or the authorized person of Fund of guaranteeing household deposits in case of delegation to it powers (further - Fund of guaranteeing deposits) with National Bank according to the Credit register of National Bank.

2. Terms in these rules are used in the following values:

1) check web service - the software and hardware complex of National Bank used for verification of data of information on credit operations;

2) the reference book - the systematized set of the admissible values determining characteristics of details;

3) information on credit operations - information on credit operations of banks on which the National Bank makes the decision on their reference to category insolvent or on withdrawal of the banking license and liquidation;

4) credit transaction transaction by the types of financial services determined in Items 2, 4-6 parts one of Article 4 of the Financial services act;

5) set of data sets, comprising the list of the details grouped in economic or logical content;

6) detail - the structural unit of data of information on credit operations describing the characteristic (property) of information on credit operation or communication between data sets;

7) the special identifier of processing JSON-message-symbolical code by which the Fund of guaranteeing deposits can address in web service of check for receipt of information on control passing, results of control and further data processing of information on credit operations;

8) JSON of information of information on the credit operations provided using the JSON scheme;

9) JSON - the scheme standard of the description of structures of data in the JSON format.

Other terms used in these rules are used in the values determined in the laws of Ukraine, regulatory legal acts of National Bank.

3. These rules determine general requirements to forming by Fund of guaranteeing deposits of information on credit operations, procedure for its signing and provision in the Credit register of National Bank.

4. These rules are obligatory for accomplishment by Fund of guaranteeing deposits.

5. The fund of guaranteeing deposits provides information specified in Article 27 of the Financial services act in the Credit register of National Bank.

6. The National Bank uses the acquired information about credit operations for ensuring accomplishment of regulating and supervising functions by it.

7. The National Bank establishes requirements to procedure for forming of details of information on credit operations (further - details).

8. Requirements to forming of information on credit operations provided by Fund of guaranteeing deposits to the Credit register of National Bank consist of requirements to:

3) reference books and their values used for creation of information on credit operations.

9. Information on credit operations is created in the form of the data sets consisting of details.

10. The list of the data sets provided by Fund of guaranteeing deposits as a part of information on credit operations is given in appendix 1 to these rules.
