About measures for further development of systems of technical regulation, standardization, certification and metrology

For the purpose of further development of national system of technical regulation, standardization, certification and metrology, radical improvement of the entrepreneurial circle, strengthening of health protection and consumer protection, and also according to the resolution of the President of the Republic of Uzbekistan of September 11, 2018 No. PP-3939 "About measures for the organization of the accelerated realization of entrepreneurial initiatives and projects in regions":

1. Agree with offers of the Ministry of Economics of the Republic of Uzbekistan and the Uzstandart Agency (further - the Agency) about establishment since January 1, 2019 about according to which:  

the customs clearance of the measuring instruments imported by subjects of entrepreneurship for production needs without submission of the certificate of conformity with condition of its obtaining within two months from the date of customs clearance in accordance with the established procedure is allowed.

2. Determine that:

responsibility for ensuring compliance of the goods imported in the simplified procedure provided in Item 1 of this resolution, to requirements of regulating documents in the field of technical regulation and also for their target use is born by officials of subjects of entrepreneurship for whose production needs goods are imported;

the simplified procedure provided in Item 1 of this resolution is applied on condition of submission to bodies of the State Customs Service (including the third parties) the guaranty letter of the subject of entrepreneurship for which production needs goods, the obligation providing it about target use of imported goods for production needs, and also about implementation of certification of measuring instruments within two months from the date of customs clearance in accordance with the established procedure are imported;

bodies of the State Customs Service after customs clearance submit within three-day term within the State Tax Committee of the Republic of Uzbekistan and the Agency of the data on commodity import, imported in the simplified procedure according to Item 1 of this resolution, by means of interdepartmental information exchange;

control of target use of the goods imported in the simplified procedure provided in Item 1 of this resolution is performed by the State Tax Committee of the Republic of Uzbekistan and other authorized bodies.

4. Approve:

"Road map" on further development of systems of technical regulation, standardization, certification and metrology for 2019-2020 according to appendix No. 1;

The program of development of technical regulations for 2019 - 2021 according to appendix No. 2, the providing development of 29 general and 13 special technical regulations;

target indicators of harmonization of regulating documents on standardization with the international requirements for 2019 - 2021 according to appendix No. 3, the harmonizations providing bringing level to 47 percent;

the list of projects on enhancement of testing and measuring facilities according to appendix No. 4.

5. Confer the personal responsibility on:

The Prime Minister of the Republic of Uzbekistan A. N. Aripov - for implementation of strict control of providing timely and full-fledged implementation of actions, provided by "Road map";

the deputy prime minister of the Republic of Uzbekistan N. S. Otazhonov - for timely, full-fledged and effective program implementation of development of technical regulations;

the CEO of the Agency D. N. Sattarov - for finishing level of harmonization of regulating documents on standardization to the established target indicators, including to 80 percent by 2023, effective functioning of subordinated divisions of the Agency, ensuring upgrade and creation of extensive network of test laboratories in all regions of the republic, including on the terms of public-private partnership where there are no private test laboratories;

the chairman of the State Customs Committee of the Republic of Uzbekistan M. B. Azimov - for ensuring effective and operational coordination of activities of bodies of sanitary and epidemiologic, phytosanitary and veterinary control when holding control procedures on border customs posts.

6. To the ministries, departments, economic associations - the developers of technical regulations specified in appendix No. 2 to this resolution in week time to create advisory councils and to submit in the Cabinet of Ministers of the Republic of Uzbekistan for approval network schedules on development of technical regulations.

7. Determine that since January 1, 2019:

in case of execution of certificates of conformity carrying out duplicative testing is forbidden and in case of their issue results of the positive testing which are carried out by the laboratories accredited in accordance with the established procedure irrespective of their departmental subordination are assumed as a basis.

To the agency and the Center for accreditation under the National agency of project management in case of the President of the Republic of Uzbekistan in two-month time to make offers on creation of the efficient mechanism of control of observance of rules of certification in the Cabinet of Ministers.

8. Prohibit import of products which are subject to sanitary and epidemiologic and phytosanitary control from the countries entering regularly updated list of the states with unsuccessful sanitary and epidemiologic and phytosanitary situation approved by the Cabinet of Ministers of the Republic of Uzbekistan.

9. To the Cabinet of Ministers together with the National agency of project management in case of the President of the Republic of Uzbekistan in two-month time following the results of critical action research of border services of sanitary and epidemiologic, veterinary and phytosanitary control to make suggestions for improvement, to increase in efficiency and efficiency of accomplishment of control functions by them.

10. Take into consideration that according to the Law of the Republic of Uzbekistan "About technical regulation" observance of technical regulations is obligatory for all legal entities and physical persons.

Determine that with enforcement of technical regulations certification of products to which safety mandatory requirements are established based on these technical regulations acquires binding character.

11. Form Department of the state control in the field of technical regulation, standardization, certification and metrology of the Uzbek agency on technical regulation (further - Department), having abolished managements of standardization and metrology of the Republic of Karakalpakstan, areas and the city of Tashkent, with assignment of the following main objectives on it:

implementation of the prevention and prevention of violations of the law in the field of technical regulation, standardization, certification and metrology;

rendering to subjects of entrepreneurship of comprehensive assistance in questions of technical regulation, standardization, certification and metrology;
