About measures for expansion of the territory of the free economic zone "Urgut"

For the purpose of building-up of new production capacities, implementation of modern technologies and production of import-substituting and export-oriented products in the free economic zone "Urgut" (further - SEZ "Urgut"), and also complex and effective use of the available resource potential and creation of new workplaces in the Samarkand region:

1. Agree with the offer of the Ministry of investments, the industry and trade and khokimiyat of the Samarkand region on expansion of the territory of SEZ "Urgut" due to allocation of 40 hectares of the empty parcels of land of nonagricultural appointment in Nurabadsky district of the Samarkand region.

2. To khokimiyat of the Samarkand region:

a) in week time together with the Agency according to the inventory and the State unitary enterprise "Directorate of SEZ "Urgut" proceeding from requirements of this resolution to make in accordance with the established procedure corresponding changes to data of the state land cadastre and to expose the parcels of land on electronic online biddings;

b) in a month together with the Ministry of investments, industry and trade to provide development and approval of the master plan of the new territories of SEZ "Urgut" at the expense of means of the State unitary enterprise "the Directorate of SEZ "Urgut". At the same time:

determine Service of the Single Customer Engineering company under khokimiyat of the Samarkand region the organization customer of development of the master plan;

to determine contract organization by development of the master plan in accordance with the established procedure on the basis of the competitive (tender) biddings;

to make expenses on development of the master plan at the expense of the exceeded part of the local budget of the Samarkand region and fund of development of entrepreneurial infrastructure under khokimiyat of the Samarkand region.

3. Determine that in the territory of SEZ "Urgut":

realization of the parcels of land for implementation of investment projects is carried out by means of electronic online auction according to the Presidential decree of the Republic of Uzbekistan of December 21, 2018 No. UP-5600 "About Measures for Further Enhancement of System of Coordination and Management of Activities of Free Economic Zones";

financing of works on construction of infrastructure facilities is performed according to the resolution of the President of the Republic of Uzbekistan of December 18, 2020 No. PP-4929 "About measures for further development of engineering and communication infrastructure in regions";

determination of customers of works on infrastructure facilities is performed according to the resolution of the President of the Republic of Uzbekistan of April 30, 2021 No. PP-5101 "About measures for further development of engineering and communication infrastructure of special economic and small industrial zones".

4. To the ministry of investments, industry and trade together with khokimiyat of the Samarkand region to submit for approval in the Cabinet of Ministers the Address program of providing with external engineering and communication networks of the new parcels of land attached to SEZ "Urgut" in a month.

At the same time infrastructure facilities are financed by the funds allocated for providing special economic, small industrial, youth industrial and entrepreneurial zones with external engineering and communication networks within development programs of social and production infrastructure of the Republic of Uzbekistan for 2024 and the next years.

5. Make addition and change to the resolution of the President of the Republic of Uzbekistan of November 4, 2021 No. PP-5278 "About measures for expansion of activities of the free economic zone "Urgut" according to appendix.
