About additional measures for development in the country of export of services in the field of digitalization

For the purpose of further expansion of opportunities of entry into the world markets of the companies performing activities in the field of digital technologies, broad attraction to our country of the foreign companies which are engaged in export of services using digital technologies, implementation of additional mechanisms of support of increase in export volume in the field of and also ensuring execution of the tasks determined by Strategy "Uzbekistan - 2030":

1. Agree with the offers of the Ministry of digital technologies and the Ministries of investments, the industry and trade providing:

a) implementation by the Technological park of software products and information technologies (further - the IT-park):

implementations of the Program aimed at the IT-industry development, providing with high-profit workplaces and modern professions of the population in the Republic of Karakalpakstan and areas and also broad attraction to regions of the companies which are engaged in export of IT-services, (Zero Risk) (further - the Program);

project implementations on conclusion to the international IT-market of the companies performing activities in the field of IT-services in the domestic market and supports of their export activities (Local to Global) (further - the Project);

b) assignment in the procedure for resident status of the IT-park established by the legislation to the organizations performing activities in two or more foreign states in which total amount of services the share of export of services exceeds amount of the services rendered in the domestic market on condition of establishing their activities in the Republic of Uzbekistan as the legal entity.

2. Determine that to the companies which are taking part in the Program:

a) based on the recommendation of the IT-park the empty objects of the state-owned real estate, and also the empty buildings and the areas (room) of the organizations of system of the Ministry of digital technologies and branches of the IT-park which are state-owned property are transferred for a period of up to one year on the basis of the right of free use.

At the same time:

The Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas together with Agency on management of the state assets represent to Directorate of the IT-park quarterly updated List of the empty objects of the state-owned real estate;

The directorate of the IT-park if necessary sends to Agency on management of the state assets the List of the companies which are taking part in the Program and the recommendation about placement of these companies in the empty objects of the state-owned real estate for up to one year on the basis of the right of free use taking into account effective operation of the respective areas;

after one year the direct agreement on buildings and squares (rooms) transferred to them on the basis of the right of free use which cost of one square meter of the area is determined proceeding from the average amount of the rent in the corresponding territory created on electronic trade platform of "E-auksion" is signed with the companies which are taking part in the Program;

b) the new computers which were purchased by the IT-park, other machinery and equipment for a period of up to one year on the basis of the right of free use with condition of the subsequent payment (acquisition) within three months by installments without percent are transferred;

c) payroll costs are refunded within one year at the rate to 15 percent in proportion to the number of the workers performing labor activity;

d) expenses of one company in the direction of human resources development are refunded within one calendar year, in particular:

connected with retraining and advanced training (including with involvement of foreign specialists) production and managerial personnel - in the part to 50 percent of such expenses but which is not exceeding the 200-fold size of basic settlement size;

on services of selection of qualified specialists for employment (in proportion to number of specialists) - in the part to 50 percent of such expenses but which is not exceeding the 20-fold size of basic settlement size.

3. Determine that the organizations having IT-park resident status corresponding to one of the following requirements take part in the Program:

in which total amount of services the share of export of services exceeds amount of the services rendered in the domestic market;

the having existing export contracts for the amount in equivalent of 500 thousand US dollars and more;

1 million US dollars which is the new organizations in case of establishment of the foreign companies with annual turnover in equivalent and more.

4. Establish procedure according to which within the Project to the resident organizations of the IT-park:

a) The IT-park renders free consulting services (export mentoring) in such directions as export plan development, identification of the perspective foreign markets and training in requirements of entry into these markets, search of clients and carrying out negotiations with them, execution of export documentation, the organization of process of support at stage after rendering of services;

b) part to 50 percent of expenses on promotion on the world market in the following extreme sizes is refunded:

on consulting services of foreign experts - in equivalent to 10 thousand US dollars;

on participation in the international exhibitions and conferences - in equivalent to 5 thousand US dollars;

on the organization of visit of our country by foreign partners for carrying out business negotiations with them - in equivalent to 20 thousand US dollars it is proportional to amount of the services which are actually exported by them according to appendix No. 1;

on official journeys to the foreign states (on transport and hotel services) - in equivalent to 5 thousand US dollars;

c) half of expenses on training at prestigious international platforms and the directions of education which list affirms the Ministry of digital technologies, - to no more than 50 percent of total number of workers, but only once in one calendar year for one worker is refunded;

d) the possibility of free training on demanded online training courses of prestigious international educational platforms in the direction of export for the purpose of advanced training of workers within the One Million Programmers project is provided.

5. Determine that within the Project expenses in each direction of promotion on the world market of the companies performing activities in the IT sphere are compensated in one calendar year only once.

6. Approve the offer of the Ministry of digital technologies, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent on determination of target indicators of export of services in the field of digitalization for 2024 according to appendix No. 2.
