1. Approve the enclosed rules of forming, processing, and also centralized collection and storage of information electronically, including functioning of objects of informatization in the sphere of the housing relations and housing and communal services.

2. To provide to committee on cases of construction and housing and communal services of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising first vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of forming, processing, and also centralized collection and storage of information electronically, including functioning of objects of informatization in the sphere of the housing relations and housing and communal services

Chapter 1. General provisions

1. These rules of forming, processing, and also centralized collection and storage of information electronically, including functioning of objects of informatization in the sphere of the housing relations and housing and communal services (further – Rules) are developed according to subitem 10-24) of article 10-2 of the Law of the Republic of Kazakhstan "About the housing relations" (further – the Law) and determine procedure:

forming, information processing electronically in objects of informatization in the sphere of the housing relations and housing and communal services;

centralized collection and storage of information electronically from objects of informatization in the sphere of the housing relations and housing and communal services;

functioning of objects of informatization in the sphere of the housing relations and housing and communal services.

2. In these rules the following basic concepts are used:

1) utilities – the services provided to the consumer, including water supply, water disposal, gas supply, electric utility service, heat supply, rubbish disposal, servicing of elevators for providing safe and comfortable conditions of accommodation (stay);

2) objects of informatization in the sphere of the housing relations and housing and communal services (further – objects of informatization of housing and public utilities) - electronic information resources and information systems in the sphere of the housing relations and housing and communal services;

3) the information system of centralized collection and storage of electronic information resources in the sphere of the housing relations and housing and communal services (further - IS of centralized collection) is the state information system providing consolidation of electronic information resources from objects of informatization of housing and public utilities for the analysis of housing stock and housing and communal services and implementation of state regulation in the sphere of the housing relations and housing and communal services;

4) subjects of informatization in the sphere of the housing relations and housing and communal services (further – subjects of informatization of housing and public utilities) - authorized body, local executive bodies, subjects of natural monopolies, consolidation of owners of property, the particular partnerships managing the apartment apartment house, managing companies, subjects of service activities, owners of apartments, non-residential premises and other subjects in the sphere of the housing relations and housing and communal services;

5) authorized body - the central executive body performing management and cross-industry coordination in the sphere of the housing relations and housing and communal services.

Chapter 2. Procedure for forming, information processing electronically in objects of informatization of housing and public utilities

3. For the purpose of forming, information processing electronically objects of informatization of housing and public utilities provide automation of processes between subjects of informatization of housing and public utilities within the competence.

4. The created and (or) developed objects of informatization of housing and public utilities provide maintaining information depending on competence of the subject of informatization of housing and public utilities and functionality of object of informatization of housing and public utilities:

in the sphere of the housing relations and housing:

1) about accounting of apartment apartment houses;

2) information on the apartment apartment house completed by consolidation of owners of property either particular partnership or the managing director of the apartment apartment house, either managing company, or one representative of owners of apartments, non-residential premises, in case of direct joint management according to appendix 1, 2 Rules on management of object of condominium and content of common property of object of condominium approved by the order of the Minister of national economy of the Republic of Kazakhstan of February 19, 2015 No. 108 (it is registered in the Register of state registration of regulatory legal acts under for No. 10528);

3) about accounting of fees of owners of apartments and non-residential premises on capital repairs of object of condominium;

4) about planned actions, on content and repair of common property of apartment apartment houses;

5) reports following the results of activities of consolidation of owners of property or particular partnership either the managing director of the apartment apartment house, or managing company on content by the apartment apartment house;

6) about meetings of owners of apartments, non-residential premises of the apartment apartment house, and also protocols of results of meeting and vote;
