About approval of the Procedure for carrying out certification of persons who intend to perform activities for certification of energy efficiency, energy audit of buildings and inspection of technical installations

According to article 9 of the Law of Ukraine "About energy efficiency of buildings" the Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for carrying out certification of persons who intend to perform activities for certification of energy efficiency, energy audit of buildings and inspection of the enclosed technical installations.

2. Declare invalid the resolution of the Cabinet of Ministers of Ukraine of June 9, 2021 No. 600 "About approval of the Procedure for holding professional certification of persons who intend to perform activities for certification of energy efficiency and inspection of engineering systems" (The Official Bulletin of Ukraine, 2021, No. 48, of the Art. 2984).

Procedure for carrying out certification of persons who intend to perform activities for certification of energy efficiency, energy audit of buildings and inspection of technical installations

1. This Procedure determines the procedure of carrying out certification of persons who intend to perform activities for certification of energy efficiency, energy audit of buildings and inspection of technical installations.

2. Terms in this Procedure are used in the following value:

candidate person to whom professional qualification of the energy auditor of buildings is appropriated/is confirmed/is acknowledged and who intends to undergo certification;

certification - assessment procedure of compliance of persons as which professional qualification of the energy auditor of buildings by results of which the decision on issue or refusal in issue of the certificate of the energy auditor of buildings is made is appropriated/is confirmed/is recognized.

Other terms are used in the value given in the Laws of Ukraine "About energy efficiency of buildings", "About energy efficiency", "About education" and "About the higher education", the Procedure for assignment and confirmation of professional qualifications by the qualification centers approved by the resolution of the Cabinet of Ministers of Ukraine of September 15, 2021 No. 956 (The Official Bulletin of Ukraine, 2021, No. 76, by the Art. 4773) (further - the Procedure for assignment and confirmation of professional qualifications), procedure for recognition in Ukraine of the professional qualifications received in other countries, No. 576 approved by the resolution of the Cabinet of Ministers of Ukraine of June 2, 2021 (The Official Bulletin of Ukraine, 2021, No. 46, the Art. 2872) (further - the Procedure for recognition in Ukraine of professional qualifications).

3. Certification is carried out in state language with respect for the principles and principles determined by article 6 of the Law of Ukraine "About education".

The cost of services and procedure for introduction of payment for carrying out certification are determined on a contract basis between the qualification center which is legal entity (its structural or separate division) accredited by the National agency of qualifications according to the Procedure for accreditation of the qualification centers approved by the resolution of the Cabinet of Ministers of Ukraine of September 22, 2021 No. 986 "Some questions of accreditation of the qualification centers" (The Official Bulletin of Ukraine, 2021, No. 78, of the Art. 4918), on professional qualification "the energy auditor of buildings", and the candidate.

4. Certification is performed by the qualification center by carrying out certification by results of which the certificate of the energy auditor of buildings in form according to appendix is issued. Effective period of the certificate of the energy auditor of buildings constitutes five years.

Information on certification of energy auditors of buildings is entered by the qualification center into the Single state electronic system in the sphere of construction. Record in Single state electronic system about issue of the certificate of the energy auditor of buildings shall contain information specified in such certificate in the sphere of construction.

5. Certification is carried out by the qualification center within six months from the date of assignment/confirmation/recognition of professional qualification of the energy auditor of buildings according to procedure for assignment and confirmation of professional qualifications and/or procedure for recognition in Ukraine of professional qualifications.

The candidates who got the corresponding higher education not below the second (master) level of the higher education in knowledge domain "Architecture and construction" and/or "Electric engineering" or equated to such industries of knowledge in cases, stipulated by the legislation, and having length of service at least one year in one of the following spheres are allowed to certification: power, energy efficiency and energy saving, construction and architecture or housing and communal services.

6. Certification is carried out based on such documents submitted by the candidate:

statements for carrying out certification;

copies of the certificate on assignment/confirmation/recognition of professional qualification of the energy auditor of buildings;

copies of the identity document, and registration number of accounting card of the taxpayer (except physical persons which on the religious beliefs refuse registration number of accounting card of the taxpayer, reported about it to the relevant monitoring body and have the corresponding mark in the passport);

copies of the document on the higher education (the diploma and appendix to it) not below the second (master) level of the higher education in knowledge domain "Architecture and construction" and/or "Electric engineering" or equated to such knowledge domains in cases, stipulated by the legislation;

copies of the service record or data on labor activity from the register of insured persons of the State register of obligatory national social insurance;

the short-form report in any form of professional activity in the sphere of power, energy efficiency and energy saving, construction and architecture or housing and communal services;
