Storage precautions of strategic inventory of loads.

2. This resolution becomes effective from the date of entry into force of the Federal Law "About Northern Delivery".

Rules of issue of loads of the first category from strategic inventory of loads

1. These rules determine procedure for issue of loads of the first category from strategic inventory of loads.

2. The concepts used in these rules are applied in the values established by the Federal Law "About Northern Delivery".

3. The decision on issue of loads of the first category from strategic inventory of loads is made by the management official of the subject of the Russian Federation based on the address:

local government body taking into account the conclusion of the actuator of the subject of the Russian Federation performing planning features, the organization and coordination of northern delivery (further - the regional coordinator of northern delivery);

regional coordinator of northern delivery.

4. The local government body for the purpose of decrease and (or) prevention of risk of emergence of deficit of loads of the first category has the right to send to the management official of the subject of the Russian Federation the address about issue of loads of the first category from strategic inventory of loads (further - the address).

5. The management official of the subject of the Russian Federation within 3 working days from the date of receipt of the address sends it to the regional coordinator of northern delivery for preparation of the conclusion about issue of loads of the first category from strategic inventory of loads (further - the conclusion about issue of loads) and the draft of the legal act of the management official of the subject of the Russian Federation about issue of loads of the first category from strategic inventory of loads or the conclusion about refusal in issue of loads of the first category from strategic inventory of loads (further - the conclusion about refusal in issue of loads).

6. The address goes to the management official of the subject of the Russian Federation in writing and shall contain the following data:

information on origins of risk of deficit of loads of the first category;

name and quantity of loads of the first category;

term of issue of loads of the first category.

7. The regional coordinator of northern delivery considers the address within 10 working days from the date of its receipt and the conclusion about issue of loads or the conclusion about refusal in issue of loads sends to the management official of the subject of the Russian Federation.

8. The basis for preparation of the conclusion about refusal in issue is:

lack of the loads of the first category specified in the address, in the nomenclature of strategic inventory of loads;

absence in the circulation of data, stipulated in Item 6 these rules.

9. The management official of the subject of the Russian Federation within 3 working days from the date of receipt of the conclusion of the regional coordinator of northern delivery makes the decision on issue of loads of the first category from strategic inventory of loads and publishes the legal act about issue of loads of the first category from strategic inventory or makes the decision on refusal in issue of loads of the first category from strategic inventory of loads.

10. The address of the regional coordinator of northern delivery about issue of loads of the first category from strategic inventory of loads shall conform to requirements, stipulated in Item 6 these rules.

11. The management official of the subject of the Russian Federation makes the decision according to the address of the regional coordinator of northern delivery on issue of loads of the first category from strategic inventory of loads according to the procedure, stipulated in Item 9 these rules.

12. The regional coordinator of northern delivery officially informs local government body on the decision made by the management official of the subject of the Russian Federation within 3 working days from the date of adoption of such decision.

13. In case of the edition of the legal act of the management official of the subject of the Russian Federation about issue of loads of the first category from strategic inventory of loads the regional coordinator of northern delivery and local government body sign the extradition treaty of loads of the first category from strategic inventory of loads (further - the agreement) within 10 working days from the date of adoption of such decision.

14. In the agreement are specified:

full names of the parties;

the name and the location of the organization performing safe custody of strategic inventory of loads;

the term of issue of loads of the first category from strategic inventory of loads;

property responsibility for non-execution (improper execution) of agreement obligations.

15. The actual transfer of loads of the first category to local government body is performed by the organization performing safe custody of strategic inventory of loads.

Storage precautions of strategic inventory of loads

1. These rules determine procedure for storage of strategic inventory of loads.

2. The concepts used in these rules mean the following:

"safe custody" - ensuring safety of strategic inventory of loads with the responsible keeper, and also issues of loads of the first category from strategic inventory of loads based on the extradition treaty of loads of the first category from strategic inventory of loads;

"the responsible keeper" - the organization performing safe custody of strategic inventory of loads;

"the regional coordinator of northern delivery" - the actuator of the subject of the Russian Federation performing planning features, the organization and coordination of northern delivery.

Other concepts used in these rules are applied in the values established by the Federal Law "About Northern Delivery".

3. The strategic inventory of loads is placed at responsible keepers.

4. The responsible keeper is selected by the highest actuator of the subject of the Russian Federation on competitive basis.

5. The public contract on storage of strategic inventory of loads is signed between the responsible keeper and the regional coordinator of northern delivery.
