About additional measures of support of activities for training of qualified specialists in the field of digitalization

For the purpose of stimulation of receipt of modern knowledge in the field of digital technologies, increase in skills of foreign language skills of the young personnel performing activities in this direction, supports of training in the professions in the field of export of IT-services demanded in the labor market and also activities of the non-state educational organizations in this sphere:

1. Determine that since March 1, 2024 take root:

the program providing system of selection of one-time subsidy (further - subsidy) to the non-state educational organizations which graduates found a job in the organizations performing export of IT-services - to the 75-fold size of basic settlement value, and in case of employment of the young graduate with disability in such organization - to the 105-fold size (further - the Program);

procedure for covering of part of expenses to 60 percent of the young people having the international IT certificates on training and receiving data of certificates;

procedure for covering in full expenses on receipt of the international IT certificates of the young people having the certificate of the B2 level above on English.

2. Determine that:

the subsidy is selected to the non-state educational organizations which graduates were trained in the directions of education demanded in the field of export of IT-services and also are employed in the organizations which are performing export of IT-services, having resident status of the Technological park of software products and information technologies (further - the IT-park), according to the established criteria;

the state services in receipt of subsidy, and also covering of expenses of the young people having the international IT certificates, connected with training and receiving data of certificates appear by means of the Single portal of interactive state services of the Republic of Uzbekistan (further - the Single portal) on free basis;

the processes connected with registration of pupils of the non-state educational organizations, consideration of the applications which arrived by means of the Single portal and also publication of their results are performed by means of special information system of the Ministry of digital technologies.

3. Establish procedure according to which:

the subsidy selected for each graduate is financed by fund of development of digital technologies;

part covering to 60 percent of expenses of the young people having the international IT certificates on training and receiving data of certificates, and also covering in full of expenses on receipt of the international IT certificates of the young people having the certificate of the B2 level above on English are performed at the expense of means of the Government budget of the Republic of Uzbekistan.

4. To the ministry of digital technologies:

in two weeks to analyze demanded in the field of the direction and to approve the list of the directions of education in which the subsidy will be provided, and also regularly to update the specified list proceeding from requirements of the organizations performing export of IT-services;

in a month to create possibility of provision of the state services in selection of one-time subsidy to the non-state educational organizations within the Program and to covering of expenses of the young people connected with receipt of the international IT certificates by means of the Single portal, and also observation of consideration of the address of applicants at each stage of rendering the state services;

till January 1, 2025 to carry out studying of effectiveness and efficiency of program implementation and to make in the Cabinet of Ministers relevant proposals, including on its application also to other organizations which are performing export of IT-services, not having IT-park resident status.

5. To the Ministry of Economics and finance annually to consider financing of expenses of the young people having the international IT certificates, on training and receipt of the specified certificates at the expense of the sources provided in parameters of the Government budget of the Republic of Uzbekistan.

6. To the Cabinet of Ministers to accept the orders of the Government providing in a month:

approval of the sizes of the subsidy selected to the non-state educational organizations which graduates found a job in the organizations performing export of IT-services;

establishment of requirements of receipt of subsidy imposed to the non-state educational organizations and their graduates;

approval of the sizes of covering of expenses of the young people having the international IT certificates on training and receiving data of certificates;

determination of the responsible authorized body performing tasks of selection of subsidy and covering of expenses of the young people having the international IT certificates, on training and receipt of the specified certificates;

approval of administrative regulations of rendering the state services in selection of one-time subsidy to the non-state educational organizations within the Program and to covering of expenses of young people on receipt of the international IT certificates.

7. In the subitem "b" of Item 9 of the resolution of the President of the Republic of Uzbekistan of May 24, 2023 "About measures for expansion of scope and improvement of quality of digital services, and also digital transformation of spheres, industries and regions" the words "since October 1, 2023" shall be replaced with words No. PP-162 "since March 1, 2024".

8. To the ministry of digital technologies in two-month time:

start in special information system and on the official website of the ministry the module providing forming within the Program of the rating of the non-state educational organizations updated online by the republic and regions;

together with the interested ministries and departments to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this resolution.

9. Assign to the minister of digital technologies Sh. H. Shermatov the personal responsibility for the effective organization of execution of this resolution.
