About additional measures for ensuring food security in the republic

In recent years in the republic measures for development of the food industry, attraction of investment means to the sphere and support of export activities are performed, as a result the production volume of food products made more 6, 1 billion US dollars, and its annual export volume - over 510 million US dollars.

Along with it for the last three years production of 75 types of import-substituting products of the food industry on 289, of 9 million US dollars is provided, the import volume decreased on percent 7,4. In the industry of the republic the share of the food industry grew from 14 percent to percent 16,6.

In the next five years for the purpose of increase in volume of production with value added in 1,5 of time and export indicators - twice by implementation of effective mechanisms of support of activities for production of industrial output, upgrade, technical and technological retrofitting of the available capacities, investment attraction in new projects, further expansion of types of products, competitive in the market, diversification of production of import-substituting products:

1. For financing of investment projects on development of the food industry and the sphere of conversion of agricultural products:

a) take into consideration that the agreement with the World Bank and the French agency of development upon the direction of 80 million US dollars at the expense of the funds raised within the "Upgrade of Agricultural Industry of the Republic of Uzbekistan" project, 40 million US dollars at the expense of the funds raised within the projects "Development of the Sector of Livestock Production (2nd Stage)" and also "Financing of sustainable development of the sphere of livestock production" is reached;

b) To the Ministry of Agriculture together with the Ministry of Economics and finance, the Ministry of investments, the industry and trade, commercial banks:

till July 1, 2024 to approve with the Japanese agency of international cooperation (JICA) question of the direction of 100 million US dollars attracted within the "Development of Creation of Chain of Value Added in Fruit-and-vegetable Growing Industry (the 2nd Stage)" project on financing of projects in the food direction;

direct 45 million US dollars at the expense of the funds raised from the specified international financial institutions for providing with current assets the manufacturing companies and exporters of food products in accordance with the established procedure.

2. Establish procedure according to which:

a) funds in the amount of 220 million US dollars at the expense of means of the international financial institutions till March 1, 2024 are allocated to commercial banks. At the same time commercial banks allocate soft credits on the annual rate exceeding the main rate of the Central bank on 4 percent points (including margin of bank 4 percent), in national currency:

for the term of 10 years with grace period 3 years - for financing of the projects in the food sector directed to creation in the field of value added chain - beginning from production before its delivery to the consumer;

for the term of 18 months with grace period of 6 months - for current assets;

b) for the purpose of further support of the export companies since March 1, 2024, proceeding from the export volume performed within the last 12 months at the expense of resources of Fund of support of export financial resources for a period of up to 2 years in the following sizes are allocated to the export companies of food products for financing of preexport and export trading activities:

to 100 thousand US dollars - in case of export volume from 100 thousand US dollars to 1 million US dollars;

to 1 million US dollars - in case of export volume from 1 million US dollars to 2 million US dollars;

to 2 million US dollars - in case of export volume from 2 million US dollars to 4 million US dollars;

to 3 million US dollars - in case of export volume over 4 million US dollars.

At the same time:

financial resources are provided at the rate which is not exceeding 4 annual interest rates (from them 2 percent - margin of bank);

if after receipt of current assets by exporters the export volume next year did not increase minimum by 20 percent, the soft credit is renewed as commercial credit;

c) for creation by industrial enterprises on conversion of food products and exporters of trading houses and shops in the foreign states it is allowed to transfer to foreign accounts means to 50 thousand US dollars a year without adoption of separate decisions.

3. To khokimiyats of the Samarkand, Syr Darya, Surkhandarya, Tashkent, Khorezm and Fergana regions together with the Ministry of Agriculture, the Ministry of investments, industry and trade, the Ministry of Economics and finance in three-months time to develop reasonable offers on creation of technoparks of the food industry as a part of small industrial zones, to submit relevant decisions for consideration in regional Kengasha of People's Deputies respectively. At the same time to provide:

determination as sources of financing of means of foreign financial institutions, direct foreign investments, credit resources of commercial banks and own means of entrepreneurs;

development of programs of the main activities performed in technoparks of the food industry;

implementation of system of rendering direct and digital services for subjects of entrepreneurship in technoparks of the food industry;

creation of the platform on training of youth of profession and independent production of food products with involvement of the international and domestic specialists.

4. Determine that:

a) the privileges entered for small industrial zones extend also to the technoparks of the food industry created in their structure;

b) means on the parcels of land allocated for the investment projects realized in technoparks of the food industry as a part of small industrial zones will be paid by winners of electronic online biddings within three years in equal shares;

c) since January 1, 2024:

subsidies in the amount of 50 percent of the expenses connected with implementation of the international quality management system in chain of production and delivery of food products, brought in the multilateral agreement about recognition of the International forum on accreditation (IAF), and also with purchase of the necessary equipment and laboratory stock, but in the amount of, not exceeding 500 million sum are allocated;

in case of involvement of production engineers, marketing specialists, designers and foreign international standards specialists by domestic enterprises in whose annual revenue the share of receipts from export of finished food goods constitutes at least 30 percent and also performing annually export on the amount more than 1 million US dollars, 30 percent of accrued payroll, but the part which is not exceeding the 10-fold minimum wage become covered by it.

At the same time the source of financing of the actions specified in this subitem determines fund of development of winemaking.

To the Ministry of Agriculture together with the interested ministries and departments till March 1, 2024 to develop and bring in the Cabinet of Ministers procedure for covering of the expenses connected with implementation of the international quality management system and purchase of the necessary laboratory equipment for the food industry, and also part of the expenses connected with involvement of production engineers, marketing specialists, designers and foreign international standards specialists.

5. To the deputy prime minister Zh. A. Hodzhayeva Ministerstva of investments, the industry and trade together with the Ministry of Agriculture and commercial banks to approve the address list of the investment projects realized in 2024 on development of the food industry and the sphere of conversion of agricultural products in a month.

6. Approve:

The strategy of ensuring food security of the Republic of Uzbekistan and healthy food till 2030 (further - Strategy) according to appendix No. 1;

"Road map" on realization of the tasks determined in the Strategy of ensuring food security of the Republic of Uzbekistan and healthy food till 2030 (further - "road map"), according to appendix No. 2;

Target indicators of Strategy of ensuring food security of the Republic of Uzbekistan and healthy food till 2030 according to appendix No. 3;

The program of measures for further development of the food industry in the Republic of Uzbekistan in 2024 - 2028 according to appendix No. 4*.

7. Determine the priority directions of Strategy:

ensuring food security and healthy food, and also implementation of effective economic and ecological management systems of use of natural, financial and material resources for healthy and active life support of all segments of the population;

creation of reserve of agricultural and food products of strategic importance, and also their source of raw materials by means of the mechanisms based on the principles of free market economy;

in the course of ensuring food security and healthy food creation of platform on identification, assessment and management, and also the notification and monitoring of risks, possible owing to negative impact of natural and technogenic disasters, world political and economic crises, pandemic, military operations and other phenomena;

enhancement and ensuring stability of national systems of social protection for providing the population needing social protection with food products;
