About measures for enhancement of system of public administration in the sphere of youth policy and sport

For the purpose of raising on new stage of the state youth policy, effective solution of urgent problems on development of sport, enhancement and coordination of partner activities of the state and non-state organizations in these spheres, and also high-quality realization in Year of support of youth and business of the tasks determined in Strategy "Uzbekistan - 2030", and ensuring achievement of the target indicators planned in the sphere of the state youth policy:

1. Provide:

a) transfer of the Agency on cases of youth (further - the Agency) from system of the Ministry of youth policy and sport in subordination of the Cabinet of Ministers;

b) education:

based on the Ministry of youth policy and sport of the Ministry of Sport;

based on the Ministry of youth policy and sport of the Republic of Karakalpakstan, managements of youth policy and sport of areas and the city of Tashkent of the Ministry of Sport of the Republic of Karakalpakstan, managements of sport of areas and the city of Tashkent.

2. Determine that the Ministry of Sport and Agency on cases of youth are legal successors of the Ministry of youth policy and sport by the appropriate rights, obligations and agreements, including international treaties.

3. Approve:

Priority activities of the Ministry of Sport according to appendix No. 1;

Organizational structure of the Ministry of Sport according to appendix No. 2;

Priority activities of the Agency on cases of youth according to appendix No. 3;

Organizational structure of the Agency on cases of youth according to appendix No. 4.

4. Determine that:

The fund of support of sport for the Ministry of Sport and state-financed organizations of its system, Fund of support of the state youth policy for the Agency on cases of youth, its territorial subdivisions and Institute of studying of problems of youth and preparation of perspective personnel respectively perform activities as off-budget funds without the status of the legal entity with complete preserving the operating procedure for forming and use of means;

drafts of the regulatory legal acts directly or indirectly influencing realization of the state youth policy and the sphere of sport and also the project documentation of infrastructure facilities, the sports and youth constructions built at the expense of means of the Government budget without fail are approved with the Ministry of Sport and Agency on cases of youth respectively.

5. Place the Ministry of Sport to the address: the city of Tashkent, Ulitsa Abdully Kadyri, the house 2, the Agency for youth - to the address: city of Tashkent, Ulitsa Alisher Navoiy, house 11b.

6. Paragraphs two, the fourth and fifth Item 1, and also appendices No. No. 1, 3 and 4 to the resolution of the President of the Republic of Uzbekistan of April 7, 2023 as No. PP-114 "About measures for the effective organization of public administration in the sphere of youth policy and sport within administrative reforms" to recognize invalid.

7. Make changes and additions to some presidential decrees of the Republic of Uzbekistan according to appendix No. 5.

8. To the Ministry of Sport together with Agency on cases of youth in two-month time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this Decree.

9. To impose control of execution of this Decree on the Prime Minister of the Republic of Uzbekistan A. N. Aripov.

Priority activities of the Ministry of Sport

Priority activities of the Ministry of Sport are:

a) implementation of single state policy in the sphere of sport, coordination of activities of the state bodies which are taking part in this direction and also control of compliance with law in this sphere;

b) development of comprehensive programs in the sphere, and also support of the non-state non-profit organizations and other institutes of civil society performing activities in the sphere of sport;

c) promoting of sport and broad attraction of the population to healthy lifestyle, enhancement of system of sports education, creation of highly effective reserve of athletes on sports;

d) development of the Olympic and Paralympic Movement, ensuring successful participation of athletes in prestigious international competitions;

e) upgrade of sports infrastructure, step-by-step digitalization and development of international cooperation in the sphere;

e) adjustment and strengthening international cooperation in the sphere of sport, submission of offers on preparation, the conclusion and implementation of international agreements;

g) the organization of development and approval of regulatory legal acts and regulating documents in the field of technical regulation.
