About measures for the accelerated development of ecological tourism in the Republic of Uzbekistan

For the purpose of diversification of tourist services and acceleration of implementation of investment projects, creation of more favorable conditions for development of ecological tourism due to rational use of the available natural resources of our country and attraction of direct foreign investments to this sphere, and also employment and expansion of sources of the income of the population living in the remote and hard to reach areas in the mountain and desert territories by creation of additional opportunities for subjects of entrepreneurship:

1. Approve offers of the Ministry of ecology, environmental protection and climate change (further - Minekologiya), Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent on allocation to subjects of entrepreneurship of the parcels of land in buffer zones of national parks, national natural parks, nurseries (except for the zones transformed to reserves), forest and lesookhotnichy farms, in the mountain and desert territories, and also in the water protection zones of water objects (further - the ecoterritories) for creation of tourist clusters with the organization of complex tourist services.

2. Establish procedure according to which:

the parcels of land located in the ecoterritories are leased to subjects of entrepreneurship for creation of tourist clusters without change of their category by means of electronic trade platform of "E-auksion" for a period of 10 years with possibility of the subsequent prolongation of term of implementation of activities;

Minekologiya is granted the right to involvement of foreign design institutes and consultants to project development of the detailed layout and master plans of the tourist clusters created in the ecoterritories;

fee of the project and consulting companies, domestic and foreign experts, and also managing companies on project development of the detailed layout and master plans of the tourist clusters created in the ecoterritories is made at the expense of the means of Ecological fund and other sources which are not prohibited by acts of the legislation;

tourist objects in the territory of tourist clusters are under construction of the easy, pre-fabricated designs and environmentally friendly construction materials determined Minekologiya and the Ministry of Construction and Housing and Communal Services;

tourist services in the tourist clusters created in the ecoterritories appear according to the development programs of the ecoterritories providing prevention of negative impact of activities of the person on the environment. At the same time development programs of the ecoterritories are developed and affirm Minekologiya.

3. Approve:

The national development program of ecotourism "Travel on the nature" according to appendix No. 1 *;

The list of types of activity (services) permitted to the organization in buffer zones of national parks, national natural parks, nurseries (except for the zones transformed to reserves), forest and lesookhotnichy farms, in the mountain and desert territories, and also in the water protection zones of water objects according to appendix No. 2 *;

The list of the territories of national parks, nurseries, national natural parks and forestry in which ecotourist services according to appendix No. 3 * are adjusted;

The list of large reservoirs of the republic in which tourist services of beach tourism and rest on water according to appendix No. 4 * will be organized;

The list of areas and cities in the territory of which the construction of ropeways according to modern requirements according to appendix No. 5 * is planned;

The address list of projects of perspective tourist clusters which activities are adjusted in the direction of ecological tourism according to appendix No. 6*.

4. To the Cabinet of Ministers (A. Ramatov) in two-month time to approve the program of projects implementation for establishing activities of perspective tourist clusters in the direction of ecological tourism.

5. To provide to Minekologiya together with the Ministry of Construction and Housing and Communal Services development at the scheduled time of drafts of the detailed layout and master plans of the national parks, nurseries, national natural parks and forestry specified in appendix No. 3 * to this resolution, providing determination:

the territories of creation of tourist footpaths, selfie zones, picnic zones, picturesque observation decks and the organization of the phototours giving opportunity of observation of animals at distance proceeding from the available natural resources of these territories;

points of emission of waste and installation of highway route markers, and also points of placement of the sanitary and hygienic nodes conforming to ecological requirements in the ecoterritories;

points of placement of campings, glemping, yurtas, ecohouses and other types of means of placement;

points of placement of the car parks including stations of charging of electric vehicles and portable restaurants in entrance zone of the ecoterritories;

points of dislocation of the tourist centers (visitor center) providing services in informing on the available tourist services, tourist potential and the electronic tourist card of the ecoterritories, realization of souvenirs and other services.

6. To the ministry of investments, industry and trade together with Minekologiya to take measures for involvement of potential foreign and domestic investors, the foreign and international organizations, including their grant means, to creation of tourist clusters in the ecoterritories. At the same time:

provide negotiation on payment for the account of means of foreign investors of construction expenses of road and transport, utility and tourist infrastructures in the ecoterritories;

hold "Road-show" the presentations of project offers (objects) for potential foreign investors;

quarterly following the results of the negotiations held with foreign investors to create the list of investment projects on the accelerated development of tourist infrastructure with specific determination of their initiators, terms of realization and sources of financing.

7. By transfer of the parcels of land to lease to the subjects of entrepreneurship performing activities to provide in the tourist clusters created in the ecoterritories:

timely and high-quality accomplishment of the tasks determined by the Development program of the ecoterritories by them;

ensuring stability of ecological situation and sustainable development of tourism in the ecoterritories;

implementation of measures for preserving gene pool of unique natural objects and complexes, plants and animals in the ecoterritories;

diversification of tourist services and bringing quality of the rendered services to the level of international standards;

projects implementation for the purpose of creation of peculiar ecological system by implementation of the latest modern energy saving systems and technologies with use alternative and renewable energy resources;

attraction of domestic and foreign investments in the ecoterritory;

increase in the income of the population by creation of new workplaces;

creation innovative and modern tourist infrastructures;
