1. Conduct from March 1, 2024 to March 1, 2026 experiment on provision of complex service for state registration of legal entities and individual entrepreneurs, issue of the qualified certificate of key of verification of the digital signature of the legal entity and individual entrepreneur, opening of the settlement account and the conclusion of the agreement of remote bank servicing (further - experiment).

2. Approve the enclosed Regulations on carrying out experiment on provision of complex service for state registration of legal entities and individual entrepreneurs, issue of the qualified certificate of key of verification of the digital signature of the legal entity and individual entrepreneur, opening of the settlement account and the conclusion of the agreement of remote bank servicing.

3. Determine the Federal Tax Service the coordinator of experiment.

4. Determine that carrying out experiment federal executive bodies is performed within the established extreme number of staff of employees of their central offices and territorial authorities, and also budgetary appropriations provided to the corresponding federal executive bodies in the federal budget on management and management in the established sphere.

5. This resolution becomes effective from the date of its official publication.

1. This Provision establishes procedure for carrying out experiment on provision of complex service for state registration of legal entities and individual entrepreneurs, issue of the qualified certificate of key of verification of the digital signature of the legal entity and individual entrepreneur, opening of the settlement account and the conclusion of the agreement of remote bank servicing (further respectively - experiment, the complex service "Business Start Online") and determines the purposes and tasks of its carrying out.

2. The complex service "Business Start Online" includes:

a) the direction of set of the electronic documents signed by the strengthened qualified digital signature of the applicant - physical person, including using the qualified certificate of the key of verification of the digital signature received with use of the Gosklyuch mobile application in the Federal Tax Service for state registration of the individual entrepreneurs and legal entities created in organizationally legal form of limited liability company with the single founder - the physical person which is at the same time performing powers of sole executive body;

b) creation and issue without personal presence of the qualified certificate of key of verification of the digital signature of the legal entity or the individual entrepreneur by certification center of the Federal Tax Service with identification of sole executive body of the legal entity or individual entrepreneur without its personal presence by provision of data from the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically" (further - single system of identification and authentication) and the state information system "Single System of Identification and Authentication of Physical Persons with Use of Biometric Personal Data" (further - single biometric system);

c) the direction of set of the electronic documents signed by the strengthened qualified digital signature of the legal entity or individual entrepreneur which state registration is performed according to the subitem "an" of this Item, in credit institution for the purpose of opening to the specified legal entity or the individual entrepreneur of the settlement account in credit institutions, being participants of experiment, without personal presence of the physical person which is sole executive body of the legal entity or the individual entrepreneur (further - the client), if to the direction of such documents:

the client was identified in case of personal presence by credit institution in which the account is opened, and is on servicing in this credit institution as the client - physical person, and also concerning it information according to requirements of the Federal Law "About Counteraction of Legalization (Washing) of Income Gained in the Criminal Way and to Terrorism Financing" is updated;

identification of the client, being sole executive body of the legal entity, was made with use of single system of identification and authentication and single biometric system according to Item 5.8 of article 7 of the Federal law "About Counteraction of Legalization (Washing) of Income Gained in the Criminal Way and to Terrorism Financing".

3. Participants of experiment are:

a) Ministry of Finance of the Russian Federation, Federal Tax Service and Federal Service for Financial Monitoring;

b) Central Bank of the Russian Federation - on voluntary basis;

c) the credit institutions having the license of the Central bank of the Russian Federation for banking operations and not being in process of reorganization (except for accessions to them of other organization), liquidations concerning which insolvency proceeding is not entered and which activities are not suspended according to the procedure, stipulated by the legislation the Russian Federation and which have technological readiness for participation in provision of the complex service "Business Start Online", - in coordination with the Federal Tax Service, on voluntary basis;

d) the physical persons interested in receipt of the complex service "Business Start Online" - on voluntary basis;

e) individual entrepreneurs and legal entities whose state registration is performed according to this Provision, - on voluntary basis;

e) the operator of single biometric system, being Center of Biometric Technologies joint-stock company, - on voluntary basis.

4. The purposes of experiment are:

a) possibility of obtaining by physical persons of the complex service "Business Start Online" including the state and commercial services necessary for start and business development;
