About enhancement of procedure for decision making about use of inventions, useful models and industrial designs for the purpose of ensuring economic safety of the Russian Federation

For the purpose of increase in efficiency of application of provisions of Article 1360 of the Civil code of the Russian Federation in connection with unfriendly actions of some foreign states and the international organizations concerning the Russian Federation, her citizens and legal entities I decide:

1. To the government of the Russian Federation:

a) create under Government Commission on Economic Development and Integration subcommittee concerning use of inventions, useful models and industrial designs for the purpose of ensuring economic safety of the Russian Federation;

b) approve:

regulations on subcommittee concerning use of inventions, useful models and industrial designs for the purpose of ensuring economic safety of the Russian Federation under Government Commission on Economic Development and Integration;

rules of preparation by subcommittee concerning use of inventions, useful models and industrial designs for the purpose of ensuring economic safety of the Russian Federation under Government Commission on Economic Development and Integration of decisions on use of inventions, useful models and industrial designs without the consent of patentees with their notification on it in the shortest possible time and with payment of proportional compensation to them.

2. Bring in the Presidential decree of the Russian Federation of May 27, 2022 No. 322 "About temporary procedure for obligation fulfillment before some owners" (The Russian Federation Code, 2022, No. 22, the Art. 3639) the following changes:

a) add with Item 2 (1) the following content:

"2(1). Into the special account of type "O" are subject to introduction including the payments made for the purpose of payment to owners of compensation according to Article 1360 of the Civil code of the Russian Federation.";

b) Item 11 after words of "receipt of such consent" to add with words ", except for payments, stipulated in Item 2(1) these Decrees".

3. This Decree becomes effective from the date of its official publication.
