2. Determine public institution Kyzmat under Administration of the President of the Kyrgyz Republic the technical operator of base of biometric these citizens of the Kyrgyz Republic which is under authority of Administration of the President of the Kyrgyz Republic.
3. To Administration of the President of the Kyrgyz Republic and the technical operator who is under its authority to take the necessary measures following from this resolution including for ensuring smooth functioning of base of biometric these citizens of the Kyrgyz Republic.
4. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.
5. This resolution becomes effective after ten days from the date of official publication.

1. This Procedure determines the sequence of actions in case of identification of citizens of the Kyrgyz Republic by receivers of service by means of interaction with base of biometric data of authorized state body in the field of registration of the population (further - authorized body), including reliability of the provided data on itself, and also responsibility of persons involved by provision of information from base of biometric data.
2. The purpose of this Procedure is simplification of the procedure of identification of the personality.
3. Identification of citizens - the procedure of identification of the citizen according to the provided biometric data determining it in the database of authorized body.
Authentication of citizens - the procedure of check of authenticity of the information provided by the citizen on compliance to data from the database of authorized body.
At the same time authentication without preliminary identification is impossible.
4. In this Procedure are understood as receivers:
- bodies of the state and municipal authority within the competence;
- legal entities irrespective of patterns of ownership, and also physical persons in the presence of legal basis.
5. Service for provision of information from base of biometric these citizens of the Kyrgyz Republic is provided to receivers of service in accordance with the terms, determined in the agreement signed between authorized body, the technical operator and the receiver.
The technical operator in this Procedure is understood as the public institution which is under authority of authorized body.
6. The option of the technical solutions applied in case of interaction with base of biometric data remains for the technical operator.
7. Identification and authentication of citizens of the Kyrgyz Republic are performed by means of web services, including using service of identification Face-Id with verifiability of live presence (Liveness), and also service of identification on graphical structure of papillary patterns of fingers (fingerprints), on communication links in the presence at the receiver of the software and hardware tools necessary for information exchange.
8. In the cases specified in Items 5, 7 presents About identification and authentication are performed in the request answer mode by means of service through system of interdepartmental electronic interaction Tunduk.
The receiver sends the request containing biometric data of the subject by means of service in information system of authorized body. In reply to the receiver information on results of the above-stated processes is provided.
9. In case of identification by authorized body or technical operator of the facts of unauthorized receipt of information by the receiver from base of biometric data the authorized body takes measures in the form of complete cessation of provision of services of identification and authentication with the subsequent termination of the relevant agreement specified in Item 5 of this Procedure and directs materials to authorized state body on personal data protection.
10. Persons responsible for maintaining base of biometric these citizens of the Kyrgyz Republic bear the personal responsibility for disclosure of personal data according to the legislation in the field of offenses of the Kyrgyz Republic.
Persons to which biometric data became known owing to their official position assume liabilities and bear responsibility for ensuring confidentiality of these biometric data. Such obligations remain in force and after completion of work of these persons with biometric data during the term of preserving the mode of confidentiality.
11. In case of identification in base of biometric these citizens of the Kyrgyz Republic of the false and irrelevant information the authorized body and the technical operator take measures for their updating.
12. The receiver of biometric data according to the Law of the Kyrgyz Republic "About information of personal nature" bears responsibility for:
- ensuring confidentiality of the received data;
- disclosure, distribution, use of data of personal nature for personal reasons employees of the receiver or unauthorized transfer of personal nature to the third parties of data.
