2. In established by the legislation of the Republic of Kazakhstan according to the procedure to provide to committee of the industry of the Industry ministry and construction of the Republic of Kazakhstan:

1) within five calendar days after signing of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Industry ministry and construction of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Industry and construction of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. Scope of the professional standard: The energy audit is carried out for the purpose of assessment of opportunity and energy saving potential, determination of opportunities of increase in energy efficiency, cost estimation on implementation of actions on energy saving and increase in energy efficiency, preparation of the conclusion on energy saving and increase in energy efficiency or the technical report on energy saving and increase in energy efficiency

2. In this professional standard the following terms and determinations are applied:

1) the power accountant – the physical person having the certificate of the power accountant in the field of energy saving and increase in energy efficiency

2) energy saving – realization of the organizational, technical, technological, economic and other measures directed to reduction of amount of the used energy resources

3) energy audit (energy audit) – collection, processing and data analysis about use of energy resources for the purpose of assessment of opportunity and energy saving potential and preparation of the conclusion on energy saving and increase in energy efficiency

4) energy resources – set of the natural and made energy carriers which stored energy is used now or can be used in the long term in economic and other types of activity, and also energy types (atomic, electric, chemical, electromagnetic, thermal and other types of energy)

5) effective use of energy resources – achievement of technically feasible and economically justified level of use of energy resources

6) energy efficiency (further - energy efficiency) – the quantitative relation of amount of the provided services, works, the turned-out products (goods) or the made energy resources to the initial energy resources spent for it

7) the certificate of the power accountant in the field of energy saving and increase in energy efficiency – the document issued by authorized body, and confirming the power accountant's compliance to the imposed allowing requirements approved according to the order of the Minister of investments and development of the Republic of Kazakhstan of November 30, 2015 No. 1125 "About approval of allowing requirements and the list of the documents necessary for issue of the certificate of the power accountant in the field of energy saving and increase in energy efficiency" (it is registered in the Register of state registration of regulatory legal acts for No. 12566)
