About measures for further simplification of processes of submission of the reporting and statistical data subjects of entrepreneurship in state bodies

For the purpose of ensuring execution of the priority tasks determined within open dialogue of the President of the Republic of Uzbekistan with entrepreneurs who is carried out on August 18, 2023 and also decrease in administrative load of business by simplification of processes of submission of the reporting and statistical data:

1. Approve the offer of the Ministry of Justice and Agency of statistics on cancellation since 2024 of mutually duplicated reports and statistical data (further - the report) requested from subjects of entrepreneurship and which state bodies can receive from other bodies, according to appendix No. 1*.

To provide to state bodies and the organizations submission of information containing in their information systems, to the state bodies regulating the respective sphere, in accordance with the established procedure based on their addresses.

2. Establish procedure according to which:

a) state bodies and the organizations take measures for optimization of the report types represented by subjects of entrepreneurship, and also information containing in them in the way:

expansions of data exchange between state bodies and the organizations within system the digital government;

organizations of automatic forming of data in the way of widespread introduction of information technologies to the sphere;

b) state bodies and the organizations annually till September 1 make offers on optimization of report types in the Agency of statistics;

c) The agency of statistics annually till December 1 takes measures for optimization of report types on the basis of the offers provided by state bodies and the organizations.

3. Approve the Single list of the reports and statistical data represented by subjects of entrepreneurship to state bodies (further - the single list), according to appendix No. 2*.

4. Determine that:

it is forbidden to request the reports which are not included in the single list from subjects of entrepreneurship;

reports are submitted only through information systems, and also the procedure for submission of reports in paper form is cancelled.

5. To the ministry of digital technologies together with the Ministry of Justice, the Ministry of Economics and finance, the Agency of statistics and the Tax Committee till January 1, 2026 to implement the Single system of the reporting providing forming of the reporting and its submission to state bodies through "personal office of the subject of entrepreneurship".

Determine public institution "Project management center of the digital government" the operator of the Single system of the reporting.

6. Determine that delivery of reports by subjects of entrepreneurship through the Single system of the reporting is performed in the following procedure:

since January 1, 2026 for all subjects of entrepreneurship - voluntarily;

since January 1, 2027 for subjects of small and medium business - it is obligatory;

since January 1, 2028 for all subjects of entrepreneurship - it is obligatory.

7. Establish procedure according to which:

subjects of entrepreneurship enter the data which are subject to accounting according to acts of the legislation into the Single system of the reporting;

this, necessary for report generation, are entered into the Single system of the reporting by integration of information systems of state bodies and organizations;

reports are automatically created in the Single system of the reporting and accuracy of the information in reports is confirmed by the subject of entrepreneurship;

state bodies and the organizations receive the reporting necessary for them through the Single system of the reporting according to the requirements established by acts of the legislation;

confidentiality of data of the Single system of the reporting remains according to the procedure, established by acts of the legislation;

the subjects of entrepreneurship representing the reporting with use of system of accounting programs are given opportunity to integrate the databases with the Single system of the reporting.

8. Approve:

structure of the Working group on simplification of processes of submission of the reporting and statistical data for subjects of entrepreneurship according to appendix No. 3 *;

The program of measures for development and deployment of the Single system of the reporting according to appendix No. 4*.

9. To the Ministry of Justice together with the interested ministries and departments in three-months time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this resolution.

10. Assign to the deputy prime minister D. A. Kuchkarov the personal responsibility for the effective organization of execution of this resolution.
