About additional measures for further development of pharmaceutical industry and acceleration of implementation of investment projects

For the purpose of development of products which are the most demanded in the field of pharmaceutics, support of financing of new investment projects, attraction of direct foreign investments in industry, growths in volumes of production of pharmaceutical products, providing the population with high-quality, effective and available pharmaceutical products, and also widespread introduction on domestic enterprises conventional the practician and standards:

1. Approve:

"Road map" on development of pharmaceutical industry and acceleration of implementation of investment projects in 2024-2025 according to appendix No. 1;

Summary parameters of the investment projects realized in the field of pharmaceutics according to appendix No. 2;

The plan died on activation of activities of innovative research and production pharmaceutical cluster of "Tashkent Pharma Park" according to appendix No. 3.

2. Determine that:

a) The Ministry of Health (A. Hudayarov), Agency on development of pharmaceutical industry (A. Azizov), the Ministry of investments, industry and trade (L. Kudratov), Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent bear the personal responsibility for the effective organization of activities of the pharmaceutical companies, their full support and implementation of investment projects in regions;

b) work with the companies and investment projects will be organized on the basis of the following approach:

the organization of works on timely start of the investment projects realized in regions by projects;

rendering assistance to initiators in operational elimination of the available problems with studying of each project and the companies with departure on places;

promotion among the entrepreneurs created in the field of ample opportunities;

forming of new investment projects in pharmaceutical industry;

rendering assistance and support of the companies of industry in effective use of the available capacities and increase in competitiveness of the companies working for low power;

3. Agree with offers of the Ministry of investments, the industry and trade, the Ministry of the higher education, science and innovations, Agencies on development of pharmaceutical industry:

about creation of "Cluster of biotechnologies" in the territory of innovative research and production pharmaceutical cluster of "Tashkent Pharma Park" of the Agency on development of pharmaceutical industry (further - the Cluster);

about expansion of the territory of the Cluster due to allocation in addition 60 hectares of land area in the territory, adjacent to the Cluster.

To khokimiyat of the Tashkent region (Z. Mirzayev) together with Agency on development of pharmaceutical industry (A. Azizov):

in two-month time to introduce in Government commission on consideration of questions of change of categories of land fund of lands of agricultural purpose and forest fund reasonable offers on change of category of land fund of the parcels of land specified in this Item for expansion of the territory of the Cluster;

after change of category of land fund to allocate the corresponding parcel of land to Public institution "Directorate of development of innovative research and production pharmaceutical cluster of "Tashkent Pharma Park" on the basis of the right of permanent use.

To the ministry of investments, industry and trade, the Ministry of Economics and finance to perform necessary measures for attraction of soft credits of the international financial institutions and foreign government financial institutions for financing of the Cluster of Biotechnologies project.

To the ministry of the higher education, science and innovations together with Agency on development of pharmaceutical industry to take measures for creation of biopharmaceutical high-technology medicines and production of domestic biotechnology production in "Cluster of biotechnologies".

4. For the purpose of further support of domestic manufacturers of pharmaceutical products to establish procedure according to which:

annually till December 1 the Ministry of Health proceeding from requirements of medical institutions creates and posts on the website demand and requirements for pharmaceutical products for the next year;

since March 1, 2024 the system according to which the state customer when implementing public procurements can include only one type of pharmaceutical products in one lot takes root (medicines and products of medical appointment according to the international non-proprietary name);

since January 1, 2025 purchase by all medical institutions of the pharmaceutical products which are purchased in not centralized procedure step by step is transferred to centralized procedure.

To the Ministry of Health (A. Hudayarov) in three-months time to develop and approve the list of the pharmaceutical products which are purchased in centralized procedure.

5. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent together with the Ministry of Health (A. Hudayarov) till the end of 2024 to create warehouses of the regional medical organizations at the expense of means of the local budget on the basis of requirements "Proper practice of storage - (GSP)" and to provide with special cargo vehicles for delivery of thermolabile medicines.

6. To the ministry of investments, industry and trade (L. Kudratov) together with khokimiyat of the Tashkent region (Z. Mirzayev), khokimiyat of the Jizzakh region (E. Saliyev), khokimiyat of the Namangan region (Sh. Abdurazakov) and khokimiyat of the Andijan region (Sh. Abdurakhmanov) to carry out inventory count of land in the special economic zones organized in regions specializing in the field of pharmaceutics to two-month time and also to determine land on which new projects can be placed.

Azizov) to take measures for placement on the free land revealed as a result of inventory count, new investment projects on production of import-substituting pharmaceutical products in the procedure established by the legislation and also following the results of every quarter to introduce in the Cabinet of Ministers the research opinion by its results.

7. Determine that for the purpose of financial support of investment projects in the field of pharmaceutics:

from Fund of reconstruction and development the credit line in the amount of 100 million US dollars for a period of up to 10 years, including grace period up to 4 years, at the rate of 5 annual interest rates is allocated for financing of projects on attraction of foreign advanced technologies, production of innovative medicines, products of medical appointment and medical equipment of JSC Asakabank;
