About measures for development of social and production infrastructure of the Republic of Uzbekistan in 2024 - 2026

For the purpose of implementation of the tasks determined by Strategy "Uzbekistan - 2030", further development of social and production infrastructure in regions, especially in makhallyakh, and also increases in level of living of the population and creation of the favorable investment circle for entrepreneurs:

1. Take into consideration that Council of Ministers of the Republic of Karakalpakstan, by khokimiyats of areas and the city of Tashkent (further - local khokimiyats) interested in the ministries, departments and economic associations on the basis of public opinion and wishes of the population the Development program of social and production infrastructure of the Republic of Uzbekistan in 2024 - 2026 is developed (further - the Program).

2. Approve:

key parameters of development of social and production infrastructure in 2024 and target reference points for 2025 - 2026 according to appendix No. 1 *;

key parameters of the directions financed within development of social and production infrastructure in 2024 according to appendix No. 1a *;

target indicators of creation of new capacities on objects of social and production infrastructure in 2024 and target reference points for 2025 - 2026 according to appendix No. 2 *;

address lists of construction, reconstruction, capital repairs and equipment of objects in the Republic of Karakalpakstan, areas and the city of Tashkent in 2024 according to appendices No. No. 3 - 16 *;

the address list of construction and reconstruction of administrative, engineering and infrastructure, especially important and categorized objects in 2024 according to appendix No. 17 *;

the address list of construction and reconstruction of law-enforcement and defense objects in 2024 according to appendix No. 18 *;

the address list of objects for providing with external engineering and communication networks special economic zones, small industrial zones, youth industrial and entrepreneurial zones, and also large production projects in 2024 according to appendix No. 19 *;

the list of the objects financed from budgets of budget system which preproject and project documentation will be developed in 2024, according to appendix No. 20*.

Assign to the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and the city of Tashkent, heads of the ministries, departments and economic associations the personal responsibility for ensuring high-quality and complete realization of key parameters, target indicators and address lists of the Program at the scheduled time, and also target and effective expenditure of allocated funds.

3. To local khokimiyats, the ministries, departments and economic associations - customers:

a) in two weeks to approve the address list of the passing construction objects for 2024 with refining of amounts of their financing in agreement with schedules of accomplishment of installation and construction works;

b) in ten-day time after completion of procurement procedures to approve address lists of again begun projects (objects) in 2024;

c) in two-month time based on the approved preproject and (or) project documentation of again begun projects (objects) in 2024 in accordance with the established procedure to take measures for completion of procurement procedures and the conclusion of works agreements with winners of tenders (tenders);

d) till February 15, 2024 to approve by quarters forecast fill rates of key parameters of the Program, including development of capital investments on projects (objects) and to provide them to the Ministry of Economics and finance.

At the same time to provide:

accomplishment in the first half of the year 2024 at least 40 annual interest rates of forecast amounts of development on all projects (objects), including on the passing projects (objects) - at least 50 percent;

in 2024 putting into operation of starting objects of educational institutions till August 15, objects of heat supply, health care and medico-social organizations - till October 1, objects of systems of drinking water supply and the sewerage, highways, bridges and overpasses, irrigation and melioration - till December 1;

e) following the results of every month to 3rd to introduce in the Ministry of Economics and finance information on accomplishment of forecast indicators and key parameters on each draft (object) of the Program.

4. And finance together with initiators of projects to provide to the Ministry of Economics establishment of system monitoring on execution of the Program, the organization of monthly discussions by projects (objects), and also taking measures to the solution of the arising questions, with submission to the Cabinet of Ministers following the results of every month to the 10th day of the next month of information on results of monitoring.

5. To the Ministry of Construction and Housing and Communal Services and Ministry of Economics and finance:

a) in two-month time to provide integration of the electronic platform "The State Control in Construction" with the National information system "Transparent Construction";

b) in three-months time to develop the offer on simplification of the procedure of issue of permission to financing of construction objects which estimated cost within the Program is increased concerning the approved design estimates;

c) To the ministry of employment and reducing poverty together with the Tax Committee till July 1, 2024 to review town-planning regulations and rules regarding application of the salary for one man-hour and other costs of construction contract organizations by regions and industries when calculating draft cost of projects (objects), with entering of the offer into the Cabinet of Ministers.

6. Establish procedure according to which:

a) By presidium of the Cabinet of Ministers changes and (or) additions can be made to the key parameters of the Program providing inclusion of additional projects (objects) having the approved preproject and (or) project documentation and financing sources, exception of unrealized projects (objects), and also redistribution of capital investments between customers (initiators).

At the same time the Ministry of Economics and finance makes in the Cabinet of Ministers offers on modification and (or) amendments in key parameters of the Program based on reasonable offers of the interested ministries, departments, economic associations and local khokimiyats;

b) The Ministry of Economics and finance within the set limits of capital investments of customers (initiators) can make corrections and amendments to parameters of projects (objects) realized within the Program following the results of development and examination of their preproject and (or) project documentation and carrying out tender (tender);

c) in case of insufficiency of limits of capital investments based on the project documentation on territorial projects (objects) included in the Program, additional expenses connected with their construction, reconstruction and capital repairs become covered at the expense of additional sources according to the republican budget of the Republic of Karakalpakstan, local budgets of areas and the city of Tashkent.
