About additional measures for strengthening of family and increase in activity of women

For the purpose of ensuring execution of the Presidential decree of the Republic of Uzbekistan of December 21, 2023 No. UP-208 "About Additional Measures for Enhancement of Activities of Committee of Family and Women", and also full support and increase in activity of women:

1. To the republican commission on questions of advancement of women in society, gender equality and family and to the Cabinet of Ministers to provide implementation of the requirement for bringing by 2030 to 30 percent of share of women among workers of managerial personnel of each state body, organization and company of all links, including in executive bodies on places, judicial system and law enforcement agencies, also when forming structure of executive bodies of the state companies, including the boards of directors and the supervisory boards.

2. Determine that since February 1, 2024:

in the educational organizations training courses for the purpose of adjustment, development, enhancement of business activity and rendering the methodical help to the women beginning to be engaged in home work and workmanship with involvement of experienced home-workers and handicraftsmen are organized;

the expenses connected with training of women in professions in the direction of home work and workmanship are financed within the approved expense budget by means of the State trust fund on family support and women.

At the same time the part to 70 percent of the educational expenses spent for each graduate who studied professions in the educational organizations which is not exceeding the fivefold size of basic settlement size becomes covered by the state.

3. To provide to the ministry of employment and reducing poverty:

in two-month time - creation of the Band bo " lmagan xotin-qizlar module ("The women who are not occupied with work") based on the xotin-qizlar.uz Platform and integration of this module with information systems of the ministries and departments;

in three-months time together with Uzcharmsanoat, Uztukimachiliksanoat, Uzbekipaksanoat and Parrandasanoat associations - development of specific address needs for necessary workers for the companies and the organizations which are their part by the companies;

till March 1, 2024 - development of the electronic software giving online assessment opportunity on the basis of the principles of transparency and objectivity of participants of the open tender "The best program of professional training" held among the non-state educational organizations at the expense of means of the State fund of assistance of employment since 2025 - annual carrying out this tender.

4. Approve:

Forecast indicators of training in professions and employment of women in 2024-2025 according to appendix No. 1;

The list of data of the ministries and departments which are subject to integration into the Band bo " lmagan xotin-qizlar module according to appendix No. 2;

"Road map" on strengthening of family, realization of legitimate interests, increase in social and political activity, employment, forming of entrepreneurial skills and ensuring equality of women according to appendix No. 3.

5. Include in the list of activities of the non-state organizations on which the State fund of assistance of employment allocates subsidies, also the directions of support of women by training in modern professions and family psychology, rendering psychological assistance.

To the ministries and departments annually by the extrabudgetary funds to plan carrying out by means of the non-state organizations of social studying, polls and the analysis, and also creation of social rollers on providing the rights of women.

6. Determine that since January 1, 2024 after passing of state registration as subjects of entrepreneurship to jobless women payments the first three months of lease of buildings and rooms prior to the tenfold size of basic settlement size for the purpose of production and realization of modern national clothes become covered by Fund of attraction of the population to entrepreneurship.

7. To the ministry of investments, the industry and trade in cooperation with the Agency on work makhallabay and to development of entrepreneurship, and also Committee of family and women (further - Committee):

take measures for determination of the advanced industries of production of each region, creation until the end of 2024 - in 50 areas, until the end of 2025 - minimum in 100 areas of self-supporting cooperations on which the task of the conclusion of future agreements on products made by women in the advanced industries and ensuring realization of these products, and also to step-by-step distribution of this practice is assigned to other areas of the republic;

by the extrabudgetary funds quarterly to constitute lists of the women who are engaged in production, but experiencing difficulties in finding of the market of its sale and also to organize educational seminars, including online, directed to forming of skills of maintaining marketing activity at them on social networks.

8. Since January 1, 2024:

permit women to perform activities in self-government institutions of citizens as the report clerk for up to eleven months on the basis of paid social jobs;

include in category of the persons needing social protection, experiencing difficulties in job search and incapable on equal terms to compete in the labor market for which workplaces are reserved by the organizations (employers), also persons which were affected by spousal (household) assault;

resolve purchase of construction materials for repair of housing of the women needing social protection by selection of the best offers.
