About additional measures for enhancement of activities of Committee of family and women

In recent years in the country large-scale reforms on strengthening of families, increase in social and political activity and employment of women, forming at them entrepreneurial skills, to ensuring gender equality are undertaken.

The share of women on executive positions reached 35 percent, only in 2022-2023 employment of 398 thousand women is provided, are accepted in higher education institutions on preferential basis - 100 thousand, the soft educational credits for payment of contracts are allocated - to 170 thousand, free of charge study in magistracy - 14 thousand and 198 thousand women are trained in profession.

Besides, within programs of female entrepreneurship for the expired period of the current year it was allocated about 4,4 of one trillion sum of the credits of more than 225 thousand projects, about 40 thousand women received subsidies for the total amount of 179,1 of one billion sum.

By means of the Female Notebook system which was involved since 2020, was directed to more 5,1 of one trillion sum to rendering social and economic, medical, legal and psychological assistance of more 2,5 of one million women.

More than 11 thousand women which underwent to violence are given medical, psychological and financial help which underwent adaptation to social life in the rehabilitation centers.

At the same time shortcomings of structural communications between the central and subordinated organizations the inadequate level of interaction of the responsible ministries and departments in the sphere of support of women are origin of number of gaps in this area.

In particular, there is number of shortcomings of broad involvement of women in science, education and scientific and creative activities, training in the modern professions demanded in the labor market, assistance of employment of the women wishing to work, protection against oppressions and violence, increase in their social and political activity and share on executive positions and also in protection of their rights and interests.

For the purpose of assistance of activities of the ministries and departments in interaction with the non-state organizations in the field of support of women, the correct adjustment and the organization of work of primary organizations of Committee of family and women on places:

1. Transfer subordination of Committee of family and women (further - Committee) from the Ministry of employment and reducing poverty to the Cabinet of Ministers.

2. Determine priority activities of Committee:

strengthening of system of support of women, increase in their social and political activity, protection of their rights and representation of their legitimate interests;

development of suggestions for improvement of the legal acts aimed at providing the equal rights and opportunities of men and women, full support of women and family;

development and implementation of measures for support of women in public service, education, science and innovations, sport, health care and other social and economic spheres;

enhancement of system of identification and support of talented women;

assistance to receipt of professional skills by women and to finding of decent work, development of their entrepreneurship;

increase in legal culture of family members, performing prevention of offenses among them, protection them from oppressions and violence in cooperation with the social worker and other government employees;

forming of healthy lifestyle in families, promoting of healthy food and rules of reproductive health;

strengthening of institute of family, ensuring stability of the social and spiritual atmosphere, promotion of universal and national values;

assistance of social adaptation of the women who came back from migration, exempted from the organizations of execution of the punishment which appeared in difficult social situation, also to receipt of necessary assistance by means of address work with them;

identification and address work with the women needing social protection with use case management;

establishment of close cooperation with the state organizations, the international financial institutions and institutes of civil society for timely and high-quality accomplishment of the assigned tasks.

3. For the purpose of the effective organization of activities of Committee:

a) enter in executive structure of the Cabinet of Ministers the deputy prime minister's position - the chairman of Committee of family and women based on the existing staff of the deputy prime minister;

b) in coordination with the chairman of Committee to enter appointed and exempted:

position of the vice-chairman of Council of Ministers of the Republic of Karakalpakstan - the chairman of Committee of family and women of the Republic of Karakalpakstan;

positions of deputies of hokim of areas and the city of Tashkent - position of chiefs of managements of family and women of areas and the city of Tashkent;

positions of deputies of hokim of areas (cities) - chiefs of departments of family and women of areas (cities);

c) abolish position of the vice-chairman of Council of Ministers of the Republic of Karakalpakstan concerning family and women, and also position of deputies of hokim of areas and the city of Tashkent and areas (cities) concerning family and women;

d) create Research institution of family and gender based on Research institution of family and women for the purpose of creating favorable conditions in state bodies and the organizations, and also society on ensuring equality of men and women on the basis of results of scientific and practical research and to determine it the main objectives:

advanced training of workers of system of Committee, and also female activists waved, methodical maintenance of their activities;

the deep analysis of the problems concerning family, women and gender equality, by results - development and deployment of recommendations for state bodies and the organizations for the problem resolution;

preparation of guidelines manuals and propaganda materials for propaganda activities among the population concerning family, women and gender equality;

carrying out cross-disciplinary basic, scientific and practical researches, sociological polls, scientific conferences, implementation of innovative projects concerning family, women and gender equality;

training of scientists and personnel with scientific potential, support of the job seekers conducting scientific research concerning family, women and gender equality and also assistance to implementation of their developments in practice;

development and entering into the relevant ministries and departments of evidence-based suggestions for improvement of line items of Uzbekistan in the international indexes and ratings concerning family, women and gender equality;

e) transfer Research institution of family and gender and the State trust fund of family support and women to structure of Committee.

4. Approve organizational structure of Committee of family and women according to appendix.

5. Determine that:

a) female activists waved in the activities submit to Committee and its territorial subdivisions and are accountable to them;

b) the total extreme number of managerial personnel of Committee is established in number of the 582nd person, including 2 vice-chairmen;
