About measures for support of youth entrepreneurship in the Surkhandarya region
For the purpose of broad involvement of youth to entrepreneurship and support of business initiatives of young entrepreneurs in the Surkhandarya region, creation of favorable business climate, production incentive of competitive products with high value added, and also employment of youth in the region:
1. Allocate fund of support of young entrepreneurs under the Ministry of investments, industry and trade (further - Fund) in the amount of 40 million US dollars for financing of projects in youth industrial and entrepreneurial zones (further - Youth industrial zones) the Surkhandarya region.
2. Determine that in Youth industrial zones of the Surkhandarya region:
a) placement of entrepreneurial projects is performed, including on the basis of industrial mortgage. At the same time on land allocated in accordance with the established procedure subjects of entrepreneurship build ready factory buildings and constructions for young entrepreneurs;

3. Agree with offers of the Ministry of investments, the industry and trade, commercial banks, Agencies on cases of youth and khokimiyat of the Surkhandarya region about:
a) permission of financing of acquisition loans by young entrepreneurs of the factory buildings and constructions built on the basis of industrial mortgage in Youth industrial zones of the Surkhandarya region by fund;
b) provision of the financial resources issued by commercial banks by fund on acquisition of factory buildings and constructions for a period of 10 years with grace period 3 years. At the same time:
commercial banks provide within the available fund financial resources on domestic currency loans at the main rate of the Central bank for a period of 11 years with grace period 3 years;
commercial banks allocate domestic currency loans in the amount of, exceeding the main rate of the Central bank on 4 percent points;
in case of lowering of the main rate of the Central bank the interest rate for means and the credits of Fund in proportion goes down, in case of increase - remains without changes;
determination of the maximum size of the financial resources provided by commercial banks to one young subject of entrepreneurship within the general investment projects financed by fund, in the amount of, not exceeding equivalent of 100 thousand US dollars, and also the size of the financial resources allocated by commercial banks to one young subject of entrepreneurship on the basis of the decision of Government commission concerning investment attraction, development of the industry and regulation of trade in the equivalent exceeding 100 thousand US dollars and in the equivalent which is not exceeding 500 thousand US dollars.
4. Establish procedure according to which the young entrepreneur who acquired the ready factory buildings and constructions built in the Youth industrial zone of the Surkhandarya region on the basis of industrial mortgage is given participant status of the Youth industrial zone and also the agreement on implementation of the investment project is signed with it.
5. To khokimiyat of the Surkhandarya region, the Ministry of investments, the industry and trade, to the Ministry of Agriculture, Agency on cases of youth and the Agency according to the inventory:
in a month to organize in each area and the city of the presentation under the terms, created in Youth industrial zones, and to the privileges provided to young entrepreneurs and also to conduct surveys among young entrepreneurs on land favorable for implementation of their projects;
in two-month time, proceeding from demand among entrepreneurs, availability of engineering and communication infrastructure, condition of implementation of entrepreneurial projects, and also on the basis of surveys conducted among young entrepreneurs in regions to review address lists of Youth industrial zones of the Surkhandarya region with entering into the Cabinet of Ministers of the relevant proposal.
6. Agree with offers of khokimiyat of the Surkhandarya region, the Ministry of investments, the industry and trade, Agency on cases of youth and the Agency on the inventory due to reducing, according to appendix No. 1, of 21 hectares of land area in the territory of Denausky district of the Surkhandarya region which is part of the territory of the free economic zone "Urgut":
about creation of the Youth industrial zone on 4 hectares of the empty land;
about expansion of the territory of the free economic zone Termez by inclusion in its structure of 17 hectares of land area.
7. In a month to provide to khokimiyat of the Surkhandarya region together with the Ministry of Construction and Housing and Communal Services and the Ministry of investments, the industry and trade development of the master plan of the expanded territory of the free economic zone Termez. At the same time:
determine Service of the Single Customer engineering company under khokimiyat of the Surkhandarya region the customer by development of the master plan;
determine contract organization by development of the master plan based on the competitive (tender) biddings in accordance with the established procedure;
to perform the expenses connected with development of the master plan at the expense of the exceeded part of the local budget of the Surkhandarya region and means of regional fund of development of entrepreneurial infrastructure.
8. To the Ministry of Economics and finance to take measures for allocation according to the Development program of social and production infrastructure of the Republic of Uzbekistan in 2024-2025 of funds in the amount of 40 billion sum for providing the Surkhandarya region with engineering and communication and road infrastructure of Youth industrial zones in 2024 on the basis of their approved master plans.
At the same time to provide allocation of these means on the basis of the reviewed address lists of Youth industrial zones.
9. To khokimiyat of the Surkhandarya region:
a) provide financing of maintenance costs of Single directorate on management of small and youth industrial zones of the Surkhandarya region in 2024 at the expense of the exceeded part of the local budget of the Surkhandarya region;
b) together with the Ministry of investments, the industry and trade:
provide on the basis of experience of the Youth Tinchlik industrial zone of the city of Termez construction of buildings and constructions in Youth industrial zones of 6 areas (city) - in 2024, 8 areas - in 2025 on the basis of industrial mortgage;
on regular basis to offer initiative investors ready project portfolio for implementation of new perspective projects in the region.
