About additional measures for development of system of seed farming in cotton growing and to yield increase of cotton

For the purpose of cardinal yield increase in cotton growing, expansions of application of the scientific and innovation approaches in case of cultivation of seed cotton by use of modern effective agrotechnologies and implementation of free market mechanisms in system of seed farming:

1. Determine that since January 1, 2024 under control of specialists of the Agency in quarantine and protection of plants and Council for cotton growing in case of the President of the Republic of Uzbekistan (further - Council for cotton growing) according to the procedure of exception it is allowed to import and place as experiment high-yielding foreign varieties and hybrids of cotton on the areas up to 10 percent of the lands used under cotton and cotton and textile clusters and farms which are under authority. At the same time:

a) it is required following:

availability of quarantine permission, the phytosanitary certificate or certificate issued by state bodies on quarantine and protection of plants of the exporting country;

absence from the importer of claims for intellectual property in cultivation of harvest of cotton from grades and hybrids of cotton imported from abroad and reproduction of their seeds;

cost recovery on licensing by the import company in case of need the conclusions of the license agreement with grade originator (patent holders) when importing foreign grades and hybrids of cotton;

the organization of cultivation of foreign grades and hybrids of cotton in local conditions for crops in the years ahead;

for the purpose of prevention of biological and mechanical pollution of grades strict observance of procedure for their placement of grades in the territories under crops of cotton;

b) use of the highly effective agrotechnologies corresponding to each grade in case of cultivation of the grades and hybrids of cotton imported from abroad is performed under the supervision of Council for cotton growing, the Ministry of Agriculture, the Agency on quarantine and protection of plants and the relevant scientific organizations;

c) freedom on placement by cotton and textile clusters and farms of grades of cotton according to the guaranteed seed reserve is provided, at the same time the priority is given to high-yielding local varieties. It is not allowed to place one grade on one contour continuously within two years. In regions practice of step-by-step crops of the wetted seeds with complete replacement in each two years of the sowed grade, annual replacement of seeds by import of seeds of the corresponding grade from other regions and creation of additional annual reserve of seeds in the long term takes root.

2. Approve:

Requirements imposed to the srednevoloknisty grades and hybrids of cotton imported from abroad into the Republic of Uzbekistan according to appendix No. 1;

The list of regions with productivity of cotton no more than 30 centners from hectare to whom in 2024 - 2026 cotton and textile clusters and farms carry out testing of high-yielding new local varieties of cotton or imported from abroad and take root new scientific developments and effective agrotechnologies, according to appendix No. 2.

Determine that crops of the seeds of cotton delivered by cotton and textile clusters and farms in other territories and their expansion can be performed based on the conclusion of Council for cotton growing according to indicators of productivity and adaptedness to edaphic-climatic conditions.

3. For the purpose of the state support of cultivation in regions of high-yielding foreign varieties of cotton to assign additional tasks on:

The agency on quarantine and protection of plants - on rendering the operational practical help to cotton and textile clusters, farms and other seed-growing subjects in registration of quarantine permission, according to the procedure of exception - on import of foreign grades of cotton according to requirements of this resolution, and also in carrying out monitoring of field control against wreckers and diseases, their timely elimination on the squares sowed by the imported cotton grades;

Inspectorate for control of agro-industrial complex - on ensuring compliance to international standards and technical regulations of proper and timely carrying out approbation of foreign grades and hybrids of cotton in case of their cultivation by cotton and textile clusters and farms, and also procurements, conversions and storages of seeds;

The center for strain testing of crops - on introduction by cotton and textile clusters and farms in the register of grades of the crops recommended for crops in the years ahead in the territory of the Republic of Uzbekistan, foreign grades and hybrids of cotton based on indicators of the period of their growth, productivity, resistance to diseases and wreckers, edaphic-climatic conditions, product quality and other signs;

Institute of soil science and agroanalyses, the Republican center of agrochemical analysis under the Agency on quarantine and protection of plants - on implementation of the "pokonturny" practical mechanisms directed to increase in fertility of soils in regions of the republic with the low point of site class complicated by water supply and productivity of cotton no more than 30 centners from hectare;

The center for seed farming development - on the organization of seed farming of alternative new grades of cotton for regions, to redistribution of seeds of alternative grades of cotton between regions, to creation of annual reserve of the wetted seeds for the purpose of carrying out monitoring on cotton squares during the vegetative period at least three times, processes of storage and conversion of seeds in the subjects who are engaged in seed farming of the grades imported from abroad - on permanent basis, rendering the direct practical help, prevention of crops of grades of cotton to them more than two years continuously on one square;

Council on cotton growing - on development of the conclusion (instruction) on expansion in the long term acreage of the grades and hybrids of cotton imported from abroad.

4. Establish procedure according to which since 2024:

receipt of the conclusion of local competent laboratories on molecular genetic research of genetical purity of the seeds of cotton imported from abroad by cotton and textile clusters and farms, and also estimates of sowing quality factors of all imported cotton seeds is required;

in case of compliance of the grades and hybrids of cotton imported from abroad by cotton and textile clusters and farms, to the requirements specified in appendix No. 1 to this resolution they by results of two years' cultivation are entered in the State register of the crops recommended for crops in the territory of the Republic of Uzbekistan.

5. For the purpose of acceleration and support of creation of new productive and industrial grades of cotton in the republic:
