About measures for expansion of network of the non-state general average educational organizations and increase in possibility of attraction of subjects of entrepreneurship in this process

According to the resolution of the President of the Republic of Uzbekistan of September 11, 2023 No. PP-300 "About measures for high-quality and timely strategy implementation "Uzbekistan - 2030" in 2023" and for the purpose of forming at pupils of modern knowledge and skills, creation of the modern look of the educational organizations, and also further expansion of opportunities of attraction of subjects of entrepreneurship meeting international standards in this process:

1. Determine main routes of expansion of network of the non-state general average educational organizations:

creation of new student places by expansion of network of the non-state general average educational organizations on the basis of public-private partnership;

identification in regions of the empty objects of state-owned property, and also operation in subsequent these buildings for establishing activities of the non-state general average educational organizations;

identification of the parcels of land necessary for subjects of entrepreneurship for establishing activities of the non-state general average educational organizations, their inclusion in the automated information system "Yerelektron" for review with authorized body, and also realization of the parcels of land on the basis of the property right or the right of lease by means of electronic trade platform of "E-auksion" in accordance with the established procedure.

2. Determine that for the purpose of further expansion and support of activities of the non-state general average educational organizations since January 1, 2025:

on the credits at the rate to 20 billion sum allocated at the expense of own means of commercial banks in national currency on market interest rates for the organization of activities of the non-state general average educational organizations at the expense of the Government budget compensation on covering of part of the interest rate exceeding the main rate of the Central bank, but no more it 1, the 5-fold size is provided;

to the subjects of entrepreneurship who built new buildings for the non-state general average educational organizations or adjusted activities for general secondary education in own buildings and constructions at the expense of the Government budget within 5 years 50 percent of the utility costs connected with functioning of data of the educational organizations are covered;

legal entities till January 1, 2030 in case of calculation of the income tax are granted the right to deduction in equal shares within two years of the expenses connected with construction at the expense of own means of buildings of the non-state general average educational organizations.

At the same time in case of failure to carry out by the non-state general average educational organization of licensed requirements for acceptance for study on free basis of children from the families needing social protection, the amount of the privileges and compensations provided in this Item returns this organization to the Government budget.

3. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and city of Tashkent annually:

till March 1 together with the Ministry of preschool and school education to determine the optimum parcels of land for the purpose of establishing activities of the new non-state general average educational organizations the next years taking into account demographic increase, resettlement and density of population;

till April 1 to submit in the Cabinet of Ministers for approval the address list of the parcels of land with a total area at least 50 hectares on the republic for the purpose of construction of buildings for the new non-state general average educational organizations;

till May 1 to expose on electronic online biddings the parcels of land by means of electronic trade platform of "E-auksion" on the basis of the approved address list.

Determine that the parcels of land remaining unrealized during more three-months term on biddings according to this Item without removal from the biddings, using the mechanism of step-by-step decrease in original cost at the rate to 50 percent are repeatedly exposed on biddings.

4. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent to adjust practice of the recommendation as the applicant for the state awards of heads of subjects of entrepreneurship which directed charitable gifts to construction and reconstruction of buildings for the non-state general average educational organizations.

5. To the ministry of preschool and school education together with the Ministry of Economics and finance in two-month time to develop the draft of the regulatory legal act about determination of procedure for additional support by the state of the non-state general average educational organizations.

6. To the Ministry of Economics and finance in three-months time to bring in the Cabinet of Ministers:

the bill on entering of the corresponding changes into the Tax code of the Republic of Uzbekistan following from this resolution;

together with the interested ministries and departments of the offer on the changes and amendments in acts of the legislation following from this resolution.

7. Assign to the deputy prime minister - the Minister of Economy and Finance D. A. Kuchkarov and the minister of preschool and school education H. U. Umarova the personal responsibility for the effective organization of execution of this resolution.

8. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan A. N. Aripov.
