about cancellation of payments for water delivery services to producers of agricultural products water management organizations;

about creation of public institutions "Suv etkazib berish of hizmata" (further - Services of supply of water) based on departments of irrigation of districts (city of Kuvasaya) and specialized services of the Ministry of water economy;

about the direction of 40 percent of receipts in the Government budget from tax for use of water resources, on expenses on financing of activities of Services of supply of water, content and improvement of technical condition of the objects which are on their balance.

2. Allocate at the expense of the available established posts of managerial personnel of departments of irrigation of districts (city of Kuvasaya) of the Ministry of water economy of 7 established posts for creation in central office of the Ministry of water economy of Management of coordination of activities of services of supply of water, and also 39 established posts for creation in the Ministry of water economy of the Republic of Karakalpakstan and basin managements of irrigational systems of departments of coordination of activities of services of supply of water.

4. Determine that heads of Services of supply of water are appointed to position and are dismissed by the minister of water economy of the Republic of Uzbekistan based on recommendations according to the minister of water economy of the Republic of Karakalpakstan and chiefs of basin managements of irrigational systems, and also Kengasham of People's Deputies two times a year submit the report on the done work district.

5. For the purpose of strengthening of material and technical resources of Services of supply of water to provide:

To the Ministry of Economics and finance - step-by-step assignment for the necessary equipment in 2024-2025;

To the ministry of water economy - transfer of buildings and fixed assets, including the equipment, the departments of irrigation of districts (city of Kuvasaya) which are on balance, on balance of Services of supply of water;

a) since 2024:

The ministry of water economy of the Republic of Karakalpakstan and the Ministry of Agriculture of the Republic of Karakalpakstan, basin managements of irrigational systems and territorial administrations of agricultural industry annually within the limit approved on regions develop limits of water intakes for watering of crops by final consumers till April 1 - for the vegetative period and till October 1 - for the autumn and winter period with their introduction on approval in district Kengasha of People's Deputies;

the base of tax on water for producers of agricultural products which did not record (evaded from accounting) of amount of the consumed water, is calculated with increase twice in relation to the limits approved district by Kengashami of People's Deputies;

b) since 2025:

in case of implementation of water saving technologies of irrigation and determination based on water measuring devices of amount of water intake the decreasing coefficient of 0,5 is applied to watering to rate of tax on water;

in case of implementation of water saving technologies of irrigation or scoping of water intake the decreasing coefficient of 0,7 is applied to watering based on water measuring devices to rate of tax on water;

when scoping water intake the decreasing coefficient of 0,7 is applied to fish breeding based on water measuring devices to rate of tax on water;

in case of lack of implementation of water saving technologies of irrigation and not establishment of amount of water intake the raising 1,5 coefficient is applied to watering based on water measuring devices to rate of tax on water.

8. Take into consideration that:

in the Presidential decree of the Republic of Uzbekistan of December 12, 2023 No. UP-205 "About Additional Measures for Further Development of the Free Market Relations in Agricultural Industry" determines the 2,6 direction of one trillion sum of funds for increase in the authorized capital of JSB Agrobank, and also the direction within development programs of family entrepreneurship of the funds returned in 2024 on the allocated credits for projects implementation by implementation of water saving technologies of irrigation;

By JSB Agrobank the electronic suvkredit.uz system on transparent allocation of the online credit is developed for implementation of water saving technologies of irrigation (further - the suvkredit.uz system) with its start in full till February 1, 2024.

9. To the ministry of water economy (R. Karshiyev) together with the Ministry of Agriculture (A. Nazarov), the Ministry of Economics and finance (A. Boboyev), Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan (F. Suyunov) to render assistance to JSB Agrobank on accounting of the following functions in the suvkredit.uz system:

transparency of allocation of the credits, that is creation of possibility of online tracking of all stages of process of registration of the credit;

the construction of the water saving technologies of irrigation implemented on the basis of the credits is exclusive on the basis of working projects;

provision of guarantee period by contract organizations at least 2 years on each project and the organization of services within 5 years;

evaluating activities of the contract companies by loanees and maintaining rating system;

provision of service and advisory services by means of training of producers of agricultural products - loanees to effective use of water saving technologies of irrigation.

10. Determine that since 2024:
