About approval of the Program of implementation of the scheme of obligations in the field of energy efficiency for 2024-2026

Based on part (7) article 8 of the Law No. 139/2018 on energy efficiency (The official monitor of the Republic of Moldova, 2018, Art. No. 309-320, 476), with subsequent changes, DECIDES: the Government

1. Approve the Program of implementation of the scheme of obligations in the field of energy efficiency it (is applied).

2. To impose control over the implementation of this resolution on the Department of Energy.

3. This resolution becomes effective from the date of publication in the Official monitor of the Republic of Moldova.

The program of implementation of the scheme of obligations in the field of energy efficiency for 2024-2026

Chapter I. General provisions

1. The program of implementation of the scheme of obligations in the field of energy efficiency for 2024-2026 (further – the Program) is designed to promote achievement of general total volume of the energy saving determined according to part (1) article 7-1 of the Law No. 139/2018 on energy efficiency, by annual achievement of new economy of energy at the level of the final consumer.

2. The total annual amount of energy saving in which all bound parties shall make the contribution during implementation of the scheme of obligations in the field of energy efficiency shall be reached for the realization account of projects on energy efficiency and use of renewable energy resources in the housing sector.

3. In case of project development need of fight against energy poverty that will provide implementation of part of measures for energy efficiency and use of the renewable energy resources financed by the financial means mobilized within this Program in vulnerable households including the households living in conditions of energy poverty and, proceeding from circumstances, in provided in social housing will be taken into account.

4. According to part (7) article 8 of the Law No. 139/2018 on energy efficiency the term of implementation of the scheme of obligations in the field of energy efficiency within this Program is established from January 1, 2024 to December 31, 2026.

5. This Program establishes:

1) target indicator of general total volume of energy saving which shall be reached during implementation of the scheme of obligations in the field of energy efficiency of buildings of the housing sector;

2) target annual figure on realization of new economy of energy during implementation of the scheme of obligations in the field of energy efficiency for the housing sector;

3) list of bound parties;

4) total quantity of economy of energy in which implementation each of bound parties shall make contribution;

5) measures in the field of energy efficiency and use of sources of renewable energy which shall be accepted for energy economy implementation;

6) settlement average expenses on achievement of economy of 1 ktep of energy for the realization account of measures in the field of energy efficiency and use of renewable energy resources in each calendar year during implementation of the scheme of obligations in the field of energy efficiency;

7) the general annual fees of bound parties equivalent to the total expenses necessary during effective period of this Program for implementation of measures in the field of energy efficiency for the purpose of achievement of new annual economy of the energy installed within the scheme of obligations in the field of energy efficiency;

8) the size of the fees which are subject to payment by each bound party;

9) financial institutions and programs by means of which use of the attracted financial resources will be provided;
