Mobilization preparation in the Russian Federation is understood as complex of the events held in peace time, for advance preparation of economy of the Russian Federation, economy of subjects of the Russian Federation and economy of municipalities, preparation of public authorities, local government bodies and organizations, preparation of the Armed Forces of the Russian Federation, other troops (further also - troops of national guard of the Russian Federation), military forming, bodies and created on wartime according to the Federal Law "About Defense" of special forming (further - special forming) to ensuring protection of the state against armed attack and requirements satisfaction of the state and needs of the population in wartime.

2. Mobilization in the Russian Federation is understood as complex of actions for transfer of economy of the Russian Federation, economy of subjects of the Russian Federation and economy of municipalities, to transfer of public authorities, local government bodies and organizations into work in the conditions of wartime, to transfer of the Armed Forces of the Russian Federation, other troops, military forming, bodies and special forming into the organization and structure of wartime.

Mobilization in the Russian Federation can be general or partial. The complex of the events held in case of the announcement of general or partial mobilization in the Russian Federation is determined according to this Federal Law, regulatory legal acts of the President of the Russian Federation, the Government of the Russian Federation and other regulatory legal acts of the Russian Federation.

Article 2. Basic principles and content of mobilization preparation and mobilization

11) creation, development and preserving mobilization capacities and objects for production, necessary for requirements satisfaction of the state, the Armed Forces of the Russian Federation, other troops, military forming, bodies and special forming and needs of the population in wartime;

12) creation and preparation of the special forming intended in case of the announcement of mobilization for transfer to the Armed Forces of the Russian Federation or uses in their interests and also for the benefit of economy of the Russian Federation;

13) preparation of the equipment intended in case of the announcement of mobilization for delivery to the Armed Forces of the Russian Federation, other troops, military forming, bodies and special forming or uses in their interests;

14) creation as a part of the state material reserve of inventories of the material values (including inventory of mobilization reserve and not reduced inventory of the state material reserve) intended for mobilization needs of the Russian Federation;

15) creation and preserving insurance fund of documentation on arms and military equipment, the major civil products, objects of the increased risk, the life support systems of the population and objects which are national property;

16) preparation and the organization of the normalized supply of the population food and nonfoods, its medical attendance and providing with means of communication and vehicles during mobilization and in wartime;

17) creation in accordance with the established procedure reserve control centers of public authorities, local government bodies and the organizations and preparation of the specified control centers for work in the conditions of wartime;

18) preparation of mass media for work during mobilization and in wartime;

19) the organization of military accounting in public authorities, local government bodies and the organizations;
