About measures for further enhancement of activities of the Agency of strategic reforms in case of the President of the Republic of Uzbekistan

For the purpose of further strengthening of information and analytical ensuring activities of Administration of the President of the Republic of Uzbekistan in the field of promotion of important initiatives and realization of effective social reforms, economy and other key directions:

1. Determine additional tasks of the Agency of strategic reforms in case of the President of the Republic of Uzbekistan (further - the Agency of strategic reforms):

development of perspective initiatives of search of the solution of the questions and problems concerning the population and also on transformation of the social sphere, economy and other key directions (further - perspective initiatives) with broad involvement of the public, the leading foreign experts, consultants and advisers;

the organization of studying of the undertaken reforms and the announced initiatives in the countries of the FSU and beyond in the social sphere, economy and other key directions (including performances and reports of Chapters of foreign states) with development of offers on their implementation in the conditions of Uzbekistan with the analysis of current situation in the country;

analysis and generalization of recommendations of the international organizations and financial institutions, consulting companies, lead foreign research and expert agencies, and also specialists, development of offers on implementation of acceptable initiatives;

implementation of close cooperation with the scientific organizations of the republic for development of perspective initiatives.

2. Implement procedure for development of perspective initiatives according to which the Agency of strategic reforms:

regularly represents to Administration of the President of the Republic of Uzbekistan perspective initiatives on the basis of the conducted researches, recommendations of the international organizations and financial institutions, the consulting companies, the lead foreign research and expert agencies, studying of analytical materials, and also data on social networks and mass media, offers of state bodies and the organizations;

will organize meeting of Council of the Agency of strategic reforms for decision making on conceptual and key questions of "road maps";

develops or coordinates preparation and coordination of drafts of regulatory legal acts on implementation of "road maps" on reforming of key spheres and industries;

carries out monitoring of execution of medium-term and long-term strategy, concepts, state programs and other complex documents for the purpose of identification and elimination of the factors interfering their full accomplishment enters information in Council of the Agency of strategic reforms;

interacts with the international organizations and financial institutions, the consulting companies, the lead foreign research and expert agencies, and also specialists in accordance with the established procedure.

3. Approve the Directions of active interaction of the Agency of strategic reforms in case of the President of the Republic of Uzbekistan with separate state and public organizations concerning development of perspective initiatives of reforming of the social sphere, economy and other key directions according to appendix No. 1.

4. Establish procedure according to which:

a) republican executive bodies monthly provide in the Agency of strategic reforms the detailed information about the works performed by the involved foreign experts, consultants and advisers;

b) The agency of strategic reforms on regular basis holds meetings with the involved foreign experts, consultants and advisers for discussion of the current questions and determination of acceptable ways of their decision, and also prepares relevant proposals;

c) for the purpose of development of perspective initiatives:

republican executive bodies represent to the Agency of strategic reforms the official conclusions and reports of the attracted international organizations and financial institutions, the consulting companies, the lead foreign research and expert agencies, and also specialists in questions of activities of bodies;

republican executive bodies represent to the Agency of strategic reforms of the program of the international conferences, "round tables" and the seminars organized on reforming of the social sphere, economy and other key directions;

diplomatic representations of the republic abroad monthly provide in the Agency of strategic reforms the detailed information about the best practices and practice of the relevant states.

5. Make changes to the Presidential decree of the Republic of Uzbekistan of September 8, 2022 No. UP-216 "About Additional Measures for Acceleration of Strategic Reforms" according to appendix No. 2.

6. To impose control of execution of this Decree on the Prime Minister of the Republic of Uzbekistan A. N. Aripov and the special advisor to the president of the Republic of Uzbekistan A. Yu. Magrupov.
