Some questions of accounting of objects of fund of protective constructions of civil protection

The Cabinet of Ministers of Ukraine decides:

1. Bring in the Procedure for creation, content of fund of protective constructions of civil protection, exception of such constructions of fund and conducting its accounting approved by the resolution of the Cabinet of Ministers of Ukraine of March 10, 2017 No. 138 "Some questions of use of protective constructions of civil protection" (The Official Bulletin of Ukraine, 2017, No. 24, Art. 682; 2021, No. 97, Art. 6311; 2023, No. 23, the Art. 1298, No. 47, the Art. 2568, No. 51, the Art. 2850, No. 81, the Art. 4633), the enclosed changes.

2. Determine that:

accounting of fund of protective constructions of civil protection is electronically performed by means of the special software which is intended for collection, accumulating, protection, processing and display of information on objects of fund of protective constructions of civil protection irrespective of form of property Information system "Accounting and visualization of fund of protective constructions of civil protection" (further - the Information system);

data on the storages, antiradiation shelters, constructions of dual purpose and the elementary shelters which are on documentary accounting of the ministries, other central executive bodies, local executive bodies, local government bodies and also the scanned copies of documents based on which they are registered, on the date of entry into force of this resolution are subject to entering into the Information system.

Documents of accounting of protective constructions of civil protection (passports and accounting cards) shall be stored by subjects of accounting of such constructions within five years after decision making according to requirements of the legislation concerning their exception of fund of protective constructions of civil protection in paper form.

3. To the Ministry of Internal Affairs to approve within three months from the date of entry into force of this resolution of the requirement for implementation of accounting of objects of fund of protective constructions of civil protection.

4. To public service on emergency situations:

provide development of information system and carrying out its trial operation till June 1, 2024;

no later than June 1, 2024 to put information system into continuous operation, to approve regulations on it, operating procedure and the regulations of functioning of information system;

after input in continuous operation of the Information system to perform together with the ministries, other central executive bodies, local executive bodies, local government bodies filling of information system and periodic adjustment of information containing in it according to requirements of the Procedure for creation, content of fund of protective constructions of civil protection, exception of such constructions of fund and conducting its accounting approved by the resolution of the Cabinet of Ministers of Ukraine of March 10, 2017 No. 138 "Some questions of use of protective constructions of civil protection" (The Official Bulletin of Ukraine, 2017, No. 24, Art. 682; 2023, No. 23, Art. 1298), and also regulations on the Information system;

perform coordination of activities for accounting of fund of protective constructions of civil protection electronically.

5. To provide to the ministries, other central executive bodies after introduction in continuous operation of information system of introduction in it of information on objects of fund of protective constructions of civil protection of the subjects of managing belonging to the sphere of their management, and the protective constructions of civil protection which are in property (economic board, operational management), and also those which are transferred to other persons to use, ownership, etc. According to requirements of the Economic code of Ukraine.

6. To provide to local executive bodies with participation of local government bodies after input in continuous operation of information system of introduction in it of information on objects of fund of the protective constructions of civil protection located in the territory of the corresponding administrative and territorial unit (the region, the area, the territory of territorial community, the cities, areas in Kiev and Sevastopol).

7. Recommend to local government bodies to be guided in the activities by provisions of this resolution.

Changes which are made to the Procedure for creation, content of fund of protective constructions of civil protection, exception of such constructions of fund and conducting its accounting

1. To state the paragraph of the sixth of Item 3-1 in the following edition:

"ensuring easy round-the-clock access of the population to objects of fund of protective constructions during the announcement of signals and messages on threat of origin or emergence of emergency situations, and also creation of conditions for life activity of the population which takes refuge in such constructions. Objects of fund of protective constructions of educational institutions when implementing educational process on full-time of education are available only to participants of educational process;".

2. In Item 5:

The paragraph the fourth to state 1) in the following edition:

"In case of determination of requirements the radius of pedestrian availability and technical condition of the available protective constructions (constructions of dual purpose), and also during the special period availability of the elementary shelters is considered.";

2) to add Item with paragraphs of the following content:

"Locations of objects of fund of protective constructions shall provide possibility of bystry access of the population (workers) to them from the most remote place of their arrangement taking into account the radius of pedestrian availability to such objects which is accepted no more than:

300 meters - for multi-storey building, building of the increased number of storeys and high-rise building, and also for the subjects of managing referred to the corresponding categories of civil protection;

500 meters - for sredneetazhny and low-rise building.".

3. State Items 15-23 in the following edition:

"15. Storages, antiradiation shelters, constructions of dual purpose and the elementary shelters (further - objects of fund of protective constructions) located in the territory of Ukraine irrespective of pattern of ownership are subject to accounting.

16. Account of objects of fund of protective constructions is kept by the ministries, other central executive bodies, local executive bodies, local government bodies in paper and electronic form, and also subjects of managing and other legal entities only in paper form.
