About creation of Secretariat of National Kurultai organization

For the purpose of ensuring activities of National Kurultai, according to article 14 of the constitutional Law of the Kyrgyz Republic "About National Kurultai", Articles 87, 164 Civil codes of the Kyrgyz Republic, articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Create Secretariat of National Kurultai organization (further - the Secretariat).

2. Approve Regulations on Secretariat of National Kurultai organization according to appendix 1.

3. To the secretariat to be registered by judicial authorities according to the procedure, established by the legislation of the Kyrgyz Republic in a month.

4. To the Ministry of Finance of the Kyrgyz Republic to raise necessary money and to perform financing of activities of the Secretariat in accordance with the established procedure.

5. Under the Cabinet of Ministers of the Kyrgyz Republic together with Administration of the President of the Kyrgyz Republic to provide to the state agency on management of state-owned property the Secretariat with necessary rooms.

6. To the ministries, administrative departments, plenipotentiaries of the President of the Kyrgyz Republic in areas, local public administrations, local government bodies of the Kyrgyz Republic (in coordination) within the established competence to render necessary assistance to the Secretariat in realization of the powers assigned to it.

7. Bring in the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About payment terms of work of the workers who are not belonging to the category of the government employees and occupied in public institutions including the organizations subordinated to state bodies of the executive authority of the Kyrgyz Republic" of August 1, 2022 No. 434 the following change:

- add with appendix 22-1 in edition according to appendix 2 to this resolution.

8. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

9. This resolution becomes effective after ten days from the date of official publication.

Regulations on Secretariat of National Kurultai organization

Chapter 1. General provisions

1. The Secretariat of National Kurultai organization (further - the Secretariat) is formed for the purpose of ensuring realization of functions and powers of National Kurultai according to the constitutional Law of the Kyrgyz Republic "About National Kurultai".

2. The secretariat in the activities is guided by the Constitution and the laws of the Kyrgyz Republic, decrees and orders of the President of the Kyrgyz Republic, resolutions and orders of the Cabinet of Ministers of the Kyrgyz Republic, other regulatory legal acts, decisions of National Kurultai and this Provision.

Chapter 2. Tasks and functions of the Secretariat

2) procedure for elections of delegates of National Kurultai together with the relevant state bodies and local government bodies;

3) implementation of resolutions and other decisions made by National Kurultai.

9. The main functions of the Secretariat are:

1) preparation and the organization of holding general meeting of National Kurultai, meetings of National Council of National Kurultai, ensuring activities of the working groups formed by National Kurultai including:

- project development of the plan of carrying out and work of the next National Kurultai;

- assistance to elections of delegates of National Kurultai;

- preparation of drafts of the agenda of general meeting, meetings of National Council of National Kurultai;

- maintaining protocols of general meeting of National Kurultai, meetings of National Council of National Kurultai, other actions;

- the invitation of representatives of public authorities and local government bodies for participation in general meeting of National Kurultai;

- providing delegates of National Kurultai with necessary information and materials on cases in point;

- preparation of draft resolutions and other documents of National Kurultai and its bodies;

2) implementation of execution of the resolutions adopted by National Kurultai together with the relevant structural divisions of Administration of the President of the Kyrgyz Republic, including:

- the direction of the adopted resolutions in the relevant state bodies and local government bodies;

- preparation of the actions plan on implementation of the resolutions adopted by National Kurultai;

- regular monitoring of execution of the above-stated actions plan with preparation of analytical documents;

- the organization of consideration of addresses of the citizens arriving in bodies of National Kurultai;

3) the organization of interaction of National Kurultai and its bodies with public organizations, representatives of civil community, state bodies and local government bodies;

4) the organization of interaction with Jogorku Kenesh of the Kyrgyz Republic concerning promotion of legislative initiatives of National Kurultai, submission of bills in Jogorku Kenesh of the Kyrgyz Republic;
