About introduction of temporary ban on export of rice and grain rice of the Russian Federation

According to article 47 of the Agreement on the Eurasian Economic Union of May 29, 2014, appendix No. 7 to the specified Agreement, article 21 of the Federal law "About Bases of State Regulation of Foreign Trade Activity" and for the purpose of ensuring food security of the Russian Federation the Government of the Russian Federation decides:

1. Establish from January 1 to June 30, 2024 inclusive temporary ban on rice export (code 1006 of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union) and grain rice (code 1103 19 500 0 of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union) (further - rice) from the Russian Federation.

2. The temporary ban specified in Item 1 of this resolution does not extend:

a) on the rice which is taken out from the territory of the Russian Federation to state members of the Eurasian Economic Union;

b) on the rice which is exported from the territory of the Russian Federation for rendering the international humanitarian assistance to foreign states based on decisions of the Government of the Russian Federation;

c) on the rice which is exported from the territory of the Russian Federation within the international intergovernmental agreements;

d) on the rice which is exported from the territory of the Russian Federation within the international transit carriages which are beginning and coming to an end outside the territory of the Russian Federation and also the rice moved between parts of the territory of the Russian Federation through the territories of foreign states;

e) on the rice which is exported from the territory of the Russian Federation as supplies;

e) on the rice which is exported from the territory of the Russian Federation for the purpose of ensuring activities of the military forming of the Russian Federation which are in the territories of foreign states;

g) on the rice which is exported from the territory of the Russian Federation for the purpose of ensuring organization activity of the Russian Federation, located in Baikonur (Republic of Kazakhstan) and in the territory of the Baikonur complex;

h) on the rice which is exported from the territory of the Russian Federation for the purpose of ensuring organization activity of the Russian Federation on Svalbard archipelago;

i) on the rice which is exported from the territory of the Russian Federation, issued according to the customs procedures allowing export of rice from the territory of the Russian Federation before entry into force of this resolution, except for rice which customs declaring was performed with the features provided by Articles 115 and 116 of the Customs code of the Eurasian Economic Union or with the features established by the legislation of state members of the Eurasian Economic Union on customs regulation according to Item 8 of Article 104 of the Customs code of the Eurasian Economic Union;

j) on the rice which is taken out from the territory of the Russian Federation to the Republic of Abkhazia, the Republic South Ossetia;

k) on the rice which is exported by physical persons for private use;

l) on the rice which is exported from the territory of the Russian Federation on which the decision on the import prohibition by results of federal state phytosanitary quarantine control (supervision) and (or) federal state control (supervision) in the field of quality assurance and safety of grain and products of conversion of grain at check points through frontier of the Russian Federation which is drawn up according to the procedure, established by the legislation of the Russian Federation is made;

m) on the rice which is exported from the territory of the Russian Federation for ensuring activities of water vessels, constructions and installations concerning which the Russian Federation has the exclusive jurisdiction.

3. To the Ministry of Economic Development of the Russian Federation in accordance with the established procedure to notify the Eurasian economic commission on introduction of the temporary ban specified in Item 1 of this resolution.

4. This resolution becomes effective since January 1, 2024.
