About approval of the Procedure for carrying out qualification of cogeneration installation
According to part two of article 11 of the Law of Ukraine "About the combined production of heat and electrical energy (cogeneration) and use of waste power potential" the Cabinet of Ministers of Ukraine decides:
1. Approve the Procedure for carrying out qualification of the enclosed cogeneration installation.
2. Recognize invalid resolutions of the Cabinet of Ministers of Ukraine according to the enclosed list.
3. This resolution becomes effective since March 22, 2024.

1. This Procedure determines the mechanism of voluntary carrying out qualification of cogeneration installation (further - qualification).
2. Qualification is carried out by Gosenergoeffektivnosti on a grant basis.
Can involve research and design organizations (organizations) in carrying out qualification of Gosenergoeffektivnosti.
3. Qualification is carried out by results of consideration of the application of the owner (user) of cogeneration installation or person authorized by it (further - the applicant) about carrying out qualification and enclosed to the application of technical information on cogeneration installation and calculation of economy of primary energy.
In case of the address of the representative the owner (user) of cogeneration installation of person also the power of attorney confirming its powers moves to act on behalf of the owner (user) of cogeneration installation.
4. The application form about carrying out qualification of cogeneration installation and form of technical information on cogeneration installation affirm the Ministry of Infrastructure.
5. The documents submitted for carrying out qualification are stored in the procedure established by the legislation in electronic document management systems of Gosenergoeffektivnosti.
6. For carrying out qualification the applicant directs the documents determined in Item 3 presents of the Procedure in the Adobe Portable Document Format (PDF) format with imposing of the qualified digital signature of the applicant on the official e-mail address Gosenergoeffektivnosti.
7. During qualification compliance of conditions and indicators of operation of cogeneration installation to requirements (qualification indicators) of highly effective cogeneration is established.
Cogeneration installations can be acknowledged qualified if they are highly effective cogeneration installations by results of calculations of economy of primary energy.
The cogeneration is considered highly effective if production efficiency of energy provides with cogeneration installation in comparison with control reference values of efficiency for separate production of heat and electrical energy economy of primary energy at the level:
more than 10 percent - for cogeneration installations by capacity more than 1 MW (inclusive);
more than 0th percent - for small cogeneration installations (capacity from 50 kW inclusive to 1 MW) and microcogeneration installations (capacity to 50 kW).
Calculation of economy of primary energy is made according to technique of determination of efficiency of process of the cogeneration approved by the Ministry of Infrastructure.
8. State energy efficiency performs consideration of the application and the documents filed by the applicant and no later than 30 calendar days from registration date of the statement in Gosenergoeffektivnosti grants to the applicant the certificate on qualification (further - the certificate) or the decision on refusal in provision of such certificate with reasons for the bases.
9. In case of compliance to requirements (qualification indicators) of highly effective cogeneration determined in Item 7 of this Procedure, and submission of all necessary documents by the applicant, and also by results of check of reliability containing in them Gosenergoeffektivnosti's data grants the certificate.
10. The form of the certificate affirms the Ministry of Infrastructure.
The certificate is granted electronically according to the Law of Ukraine "About electronic documents and electronic document management".
11. Effective period of the certificate on qualification constitutes one year.
12. In case of detection of discrepancy to requirements (qualification indicators) of highly effective cogeneration determined in Item 7 of this Procedure submission of documents not in full and/or identification of false information of Gosenergoeffektivnosti sends to them to the applicant the decision on refusal in provision of the certificate with indication of the reasons.
In case of remedial action which became the basis for refusal in provision of the certificate the applicant can repeatedly file the documents determined in Item 3 presents of the Procedure by their sending for the official e-mail address of Gosenergoeffektivnosti.
13. The bases for refusal in issue of the certificate are:
discrepancy to requirements (qualification indicators) of highly effective cogeneration determined in Item 7 of this Procedure;
representation not in full documents necessary for carrying out qualification;
identification in the documents filed by the applicant, false information.
14. The certificate or the decision on refusal in provision of the certificate is signed by the Chairman Gosenergoeffektivnosti (person, the acting as the chairman) by imposing of the qualified digital signature and in the Adobe Portable Document Format (PDF) format goes to the applicant to the e-mail address specified in the statement.
15. Qualification of cogeneration installation which is for the first time put into operation is carried out according to project data and by results of testing of cogeneration installation in the operational modes.
Qualification for each next year after the termination of term of preliminary qualification is carried out on the actual indicators of operation of cogeneration installation for the last 12 months.
16. In case of issue of the certificate of Gosenergoeffektivnosti appropriates it date and number consisting of seven digital symbols of XXX-PPPP, of which:
XXX (only three figures) - sequence number of qualified cogeneration installation;
RRRR (only four figures) - calendar year of issue of the certificate.
17. The owner (user) of qualified cogeneration installation monthly submits to Gosenergoeffektivnosti data concerning amounts the qualified cogeneration installation of electrical and heat energy made and released in network, fuel/energy expense amounts for operation of installations and amounts of economy of primary energy.
