About additional measures for digitalization of health care system
For the purpose of use of the advanced digital technologies in health care system, creations of platform of digital health care, implementation of complex of databases for treatment and prevention facilities of all levels of the sphere, and also development of the software and electronic platform:
1. Take into consideration that between the Republic of Uzbekistan and KfW bank for financing of the "Support of Reforms on Health Care Digitalization" project (further - the Project) are signed the loan agreement in the amount of 45 million euros for term of 12 years, including five-year grace period, and also the grant agreement in the amount of 5, of 5 million euros.
2. Approve:
Technical and economic indicators of the "Support of Reforms on Health Care Digitalization" project according to appendix No. 1;
The forecast schedule of return of borrowed funds of KfW bank, including payment of surcharge and percent, within project implementation "Support of reforms on health care digitalization" according to appendix No. 2;
"Road map" on project implementation "Support of reforms on health care digitalization" according to appendix No. 3.
3. Determine that:
a) The Ministry of Health is:
executive body responsible for timely implementation and coordination of the Project, and also target and effective use of borrowed and grant funds of KfW bank;
working body of the tender commission and the partner under the signed agreements within project implementation;
b) return of borrowed funds of KfW bank, including the expenses connected with surcharge and percent, other payments becomes covered at the expense of means of the republican budget of the Republic of Uzbekistan;
c) the value added tax which is subject to payment for goods (services) acquired and imported within project implementation is paid at the expense of means of the Government budget. At the same time the means saved as a result of application of tax and customs privileges or payment for the account of budgetary funds are considered as the contribution made by the Republic of Uzbekistan in project implementation.
4. For the purpose of timely and effective project implementation to form Project office of management of system of digital health care and to provide financing of its activities at the expense of the funds raised according to the procedure, established in the feasibility statement on the Project.
At the same time to the Ministry of Health to perform coordination of activities of Project office of management of system of digital health care.
5. In a month to issue to the Ministry of Justice the legal conclusion under the loan and grant agreements signed between the Republic of Uzbekistan and KfW bank.
6. Determine that:
payment for licenses to use are included by the information systems implemented within the Project in the expenses on their implementation and these licenses act within at least 5 years after complete implementation on practice of information systems;
the means saved in implementation process of the Project go in priority procedure for digitalization of activities and purchase of means of the computer equipment for organizations of primary health care;
acceptance is made for practical application of the information systems developed within the Project in coordination with the Ministry of digital technologies;
the expenses connected with development, installation and technical support of the information programs and systems necessary for the state medical organizations become covered at the expense of the funds allocated to the Ministry of Health from the Government budget.
7. Create the Working group on implementation of measures, directed to digitalization of health care system, in structure according to appendix No. 5.
Assign to the Working group (A. Inoyatov) the following tasks:
digitalization of processes in system and the organizations of health care, and also ensuring their integration with information systems of other state bodies;
the organization of timely and high-quality execution of the orders determined in "road maps" by digitalization of health care system and project implementation in 2023 - 2025;
control of goal achievement, determined in the main technical and economic indicators of the Project;
ensuring effective and timely fulfillment of the orders determined in this resolution, and also quarterly entering into the Cabinet of Ministers of information on results of the carried-out works.
8. To provide to the ministry of digital technologies development of modern solutions of assessment of effectiveness of the information systems implemented within the Project and also implementation of business processes.
9. To Audit Chamber to establish constant control behind effective use of the funds raised and allocated within the Project and also achievement of the indicators provided in the feasibility statement on the Project.
10. Assign to the Minister of Health A. Sh. Inoyatov and the minister of digital technologies Sh. H. Shermatov the personal responsibility for the effective organization of execution of this resolution.
Control of execution of this resolution and implementation of coordination of organization activity, responsible for its execution to assign to the Prime Minister of the Republic of Uzbekistan A. N. Aripov.
