Chapter 1. General provisions

Article 1. Subject of regulation of the law

1. This Law regulates activities of ecopatrol service (further - Service) the state authorized body performing functions of the state control in the state woods, forest grounds and especially protected natural territories and also application of the legislation on the forest and especially protected natural territories (further - the Legislation) as the relations connected with features of separate type of public service.

Article 2. Legislation on service

1. The legislation on service consists of the Constitution, the Forest code of the Republic of Armenia, this Law, the laws "About Public Service", "About Civil Service", "About Especially Protected Natural Territories", other laws and legal acts, international treaties of the Republic of Armenia.

2. Employment relationships of employees which are not regulated by this Law, the legislation of the Republic of Armenia On civil service or public service are regulated by the labor law of the Republic of Armenia.

Chapter 2. System of service, basis of the organization of its functioning

Article 3. Tasks of service

1. Tasks of service are:

1) ensuring protection of the state woods, forest lands and especially protected natural territories;

2) ensuring identification, suppression, prevention of violations of the law within the competence established by the legislation;

3) ensuring compliance with rules of protection of the state woods, forest lands and especially protected natural territories, control of fire safety in the woods and in especially protected natural territories;

4) ensuring prevention or mitigation of negative anthropogenous impact on ecosystems of especially protected natural territories and their components in the Republic of Armenia, their natural development.

Article 4. Powers of service

1. Powers of service:

1) implementation of protection of the state woods, forest lands and especially protected natural territories;

2) Control of observance of rules and regulations of protection of the state woods, forest lands and especially protected natural territories;

3) implementation of urgent measures for prevention of the fires, and also in case of the fires and other emergencies;

4) implementation of complex measures for prevention of the unauthorized captures, illegal cabins, illegal pasture of the cattle, pollution, contamination and other actions forbidden by the legislation causing damage to biodiversity;

5) protection of the place of making of offense;

6) stop of vehicles, according to the procedure and the cases established by this Law;

7) fixation of violations in case of violation of the law, directing and orders to the offender, prohibition, the termination, suspension of its actions;

8) submission of the message to law enforcement agencies in the cases and procedure provided by the law on criminal prosecution for violation of the law.

Article 5. Management and structure of service

1. The service provides accomplishment of tasks and realization of the functions determined by this Law through structural divisions of the central body and regional divisions (regional department and Management Sectional Center).

2. The secretary general of service and the staff of the main auxiliary structural divisions of the central body are government employees.
