About approval of the Regulations on procedure for rendering insurance services in electronic form

For the purpose of ensuring execution of the resolution of the President of the Republic of Uzbekistan of October 23, 2021 No. PP-5265 "About additional measures for digitalization of the insurance market and development of the sphere of life insurance" the DECIDES: Cabinet of Ministers

1. Take into consideration that according to the resolution of the President of the Republic of Uzbekistan of October 23, 2021 No. PP-5265 "About additional measures for digitalization of the insurance market and development of the sphere of life insurance":

implementation of all types (classes) of insurance electronically is allowed;

insurance policies on all types of insurance are registered in the Single automated information system which is conducted by Agency on development of the insurance market under the Ministry of Finance together with Fund of guaranteeing insurance payments;

is established to develop the procedure for rendering electronic forms of insurance services including rules of realization and registration of all types (classes) of insurance electronically and also mechanisms of check of their reliability;

the expansion of activities and enhancement of management system of Fund of guaranteeing insurance payments is provided.

2. Approve Regulations on procedure for rendering insurance services in electronic form according to appendix No. 1 *, providing:

implementation of realization, registration of all types (classes) of insurance electronically and checks of their reliability by information exchange between the insurer and the insurer in information system of insurance company, including by means of resources of the worldwide information network the Internet;

filing of application for the conclusion of the insurance contract through information system of insurance company and automatic filling of the relevant data;

bases and procedure for early agreement cancelation of insurance;

data exchange between participants of information exchange;

registration of insurance policies and conducting monitoring on their turnover.

3. To fund of guaranteeing insurance payments, Agency on development of the insurance market under the Ministry of Finance and to the Ministry of development of information technologies and communications together with the interested ministries and departments:

till December 31, 2022 to provide implementation of the Single automated information system of registration and control of turnover of all insurance policies and its integration with information systems of all insurance companies;

till March 1, 2023 to develop and start single mobile application in the direction and consideration online of the notification on the road accident which is drawn up without participation of staff of law-enforcement bodies;

till July 1, 2023 to implement in practice the direction and consideration online through single mobile application of statements in insurance claims for types of compulsory and voluntary insurance.

At the same time financial provision and support of the established actions, including full functioning of mobile application, is performed by fund of guaranteeing insurance payments.

4. To agency on development of the insurance market under the Ministry of Finance:

together with National news agency of Uzbekistan and National broadcasting company of Uzbekistan to provide regular bringing to the general public of information on ensuring protection of the rights and legitimate interests of consumers of insurance services and other participants of the insurance relations, to increase in trust of the population to the insurance market and development of insurance culture in society;

in a month to organize service "Call-center" under Agency on development of the insurance market under the Ministry of Finance.

At the same time activities of service "Call-center" under Agency on development of the insurance market under the Ministry of Finance are financed by means of off-budget fund of the Agency on development of the insurance market under the Ministry of Finance of the Republic of Uzbekistan.

5. Take into consideration that:

according to Item 136 of the State program on strategy implementation of development of New Uzbekistan for 2022-2026 in "Year of ensuring interests of the person and development waved", the Republic of Uzbekistan approved by the Presidential decree of January 28, 2022 No. UP-60, determines enhancement of system of insurance in agricultural industry, including consideration of question by adoption of law "About risks insurance of agricultural industry";

according to item 4 of the resolution of the President of the Republic of Uzbekistan of October 6, 2022 No. PP-387 "About additional measures for financial support of production of agricultural products" are implemented new mechanisms of the state financial support and insurance of agricultural industry.

To the Ministry of Finance, the Ministry of Agriculture together with the interested ministries and departments till July 1, 2023 comprehensively to study the best international practices and to introduce the bill "About Risks Insurance of Agricultural Industry" to the Cabinet of Ministers.

6. Make changes and additions to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 2.

7. Recognize invalid some decisions of the Government of the Republic of Uzbekistan according to appendix No. 3.

8. This resolution becomes effective after three months from the date of its official publication.

9. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan on financial and economic questions and reducing poverty - the Minister of Economic Development and reducing poverty of Kuchkarov D. A. and Minister of Finance of the Republic of Uzbekistan Ishmetov T. A.
