About creation of the free economic zone Namangan

For the purpose of creating favorable conditions for complex development of the Namangan region by the organization of modern capacities for deep conversion of mineral and agricultural raw materials, attraction of amounts of direct investments to the sphere of production organization of high-technology and export-oriented products and on this basis of expansion of the export potential of area first of all with border regions of the countries of Central Asia, providing new stable workplaces and growth of welfare of the population of the region:

1. Agree with the offer of khokimiyat of the Namangan region, the Ministry of Economics, Ministry of Finance of the Republic of Uzbekistan, the State committee of the Republic of Uzbekistan on investments, the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition about creation in Chustsky district of the Namangan region of the free economic zone Namangan (further - SEZ "Namangan").

2. Determine the main objectives and activities of SEZ "Namangan":

attraction of direct foreign and domestic investments for creation of modern productions on release demanded in the foreign markets and import-substituting products with high value added;

ensuring complex and effective use of potential and resource production of the Namangan region;

creation of new modern productions in the field of deep conversion, storage and packaging of fruit and vegetable and agricultural products, the textile, footwear and leather haberdashery, food, electrotechnical industry, mechanical engineering and automotive industry, production of construction materials;

deepening of processes of localization of production of high-technology products based on local raw materials and materials by establishment of close cooperation ties and development of industrial cooperation between the companies of free economic zones and in general the republics;

the advancing development of engineering and communication, road and transport and social infrastructure of SEZ "Namangan", and also forming in its territory of modern infrastructure of high-quality logistics services;

participation in training of highly qualified specialists proceeding from the current and perspective demands of SEZ "Namangan" in profile personnel, including by passing of work practice by them at the companies located in the territory of SEZ "Namangan".

3. Determine that:

the term of functioning of SEZ "Namangan" constitutes 30 years with possibility of its subsequent prolongation;

during functioning term in the territory of SEZ "Namangan" the special tax, customs and currency modes are effective.

4. Extend to participants of SEZ "Namangan" action of Items 3, of 4, 5 Presidential decrees of the Republic of Uzbekistan of October 26, 2016 No. UP-4853 "About Additional Measures for Activation and Expansion of Activities of Free Economic Zones".

5. Determine by development of the master plan SEZ "Namangan":

the customer - SUE IK Sluzhba edinogo zakazchika under khokimiyat of the Namangan region;

the general project organization - the project organization on the basis of tender;

financing source - means of the local budget of the Namangan region, and also other sources which are not prohibited by the legislation.

6. To administrative board of free economic zones and small industrial zones of the Namangan region together with the State committee of the Republic of Uzbekistan on investments, the State committee of the Republic of Uzbekistan on land resources, geodesy, cartography and the state inventory, the Ministry of construction of the Republic of Uzbekistan, the State committee on ecology and environmental protection:

in a month to bring in accordance with the established procedure in Republican council on coordination of activities of administrative boards of free economic zones and small industrial zones of the offer on refining of borders of the territory of SEZ "Namangan" with possibility of their further expansion;

in two-month time to provide development and introduction on approval of Republican council on coordination of activities of administrative boards of free economic zones and small industrial zones of the master plan SEZ "Namangan" in accordance with the established procedure.

7. To the state committee of the Republic of Uzbekistan on investments together with the Ministry of Economics, the Ministry of Finance, the Ministry of Justice and khokimiyat of the Namangan region to introduce the draft of the resolution of the Cabinet of Ministers providing the organization of activities of SEZ "Namangan" to the Cabinet of Ministers in a month.

8. Approve the Development program of transport and engineering and communication infrastructure of the free economic zone Namangan according to appendix.

To the ministry of housing-and-municipal servicing of the Republic of Uzbekistan, the Ministry of development of information technologies and communications of the Republic of Uzbekistan, the State committee of the Republic of Uzbekistan on highways, to JSC Uzbekenergo, JSC Uztransgaz, khokimiyat of the Namangan region and other suppliers of engineering and communication services to provide construction, leading to the territory of SEZ "Namangan" of engineering communications within adopted agenda.

9. To provide to the ministry of housing-and-municipal servicing, khokimiyat of the Namangan region construction of local constructions of water supply and cleaning of the sewer dumpings financed by means of the local budget of the Namangan region and means of participants of SEZ "Namangan".

10. To the ministry of investments and foreign trade:

in two-month time together with the interested ministries, departments on the basis of the comprehensive analysis of structure of import to provide development of the Program - "Road map" on placement in the territory of SEZ "Namangan" of productions on release of import-substituting export-oriented types of finished goods, materials and components, taking into account the available mineral raw material resources of the Namangan region;

together with the Ministry of Finance, the Ministry of Economic Development and reducings poverty of the Republic of Uzbekistan annually when forming state programs of development of the Republic of Uzbekistan to provide in accordance with the established procedure inclusion in them of projects on development of engineering and communication and road and transport infrastructure of SEZ "Namangan".

11. To the State Customs Committee of the Republic of Uzbekistan for the purpose of growth in volumes of mutual trade with the adjacent states to make the offer in the Cabinet of Ministers of the Republic of Uzbekistan on creation of customs post in Chustsky district of the Namangan region in a month.
