4. Create the Republican headquarters on ensuring transparency, full and fair work of new system of purchase and sale of harvest of cotton, interest of producers of seed cotton in structure according to appendix No. 1.

preparation of suggestions for improvement of the mechanism of control of cultivation, storage, realization of seed cotton and financing of cultivation of seed cotton;
