"Sociocultural rehabilitation and abilitation of disabled people - complex of the actions directed to inclusion of disabled people (including handicapped children) in the creative activities providing realization of cultural and economic needs of disabled people according to their interests and capabilities for the purpose of social adaptation and integration of disabled people into society.";
2) in Article 30:
a) the second to add part with the paragraph of the following content:
"create conditions for the organization of sociocultural rehabilitation and abilitation of disabled people (including handicapped children).";
b) add with part four of the following content:
"The federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of culture in coordination with the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of social protection of the population the procedure for creation of conditions for the organization of sociocultural rehabilitation and abilitation of disabled people affirms (including handicapped children).".
