About ensuring technology sovereignty

Based on part two of article 35 of the Law of the Republic of Belarus of July 23, 2008 No. 424-Z "About Council of Ministers of the Republic of Belarus" and for the purpose of forming of technology sovereignty by realization of the system measures aimed at the innovative development of national economy, the Council of Ministers of the Republic of Belarus DECIDES:

1. Create Interdepartmental council on ensuring technology sovereignty (further if other is not established, – Council).

2. Approve Regulations on Interdepartmental council on ensuring technology sovereignty it (is applied).

3. Determine:

structure of Interdepartmental council on ensuring technology sovereignty according to appendix 1;

form of the list of critical technologies (goods), development and (or) upgrade of which is directed to overcoming dependence on import of crucial technologies (goods), according to appendix 2 (further if other is not determined, – the list of critical technologies (goods).

4. For the purposes of this resolution the following terms and their determinations are used:

critical technologies – the industry technologies and technologies having cross-industry character, necessary for production of critical goods, having system value for functioning of economy, the solution of social and economic tasks and ensuring national security of the Republic of Belarus and also import-substituting orientation. Development and (or) upgrade of critical technologies and production on their basis of critical goods (further if other is not established, – development and (or) upgrade of critical technologies (goods) shall promote achievement of technology sovereignty;

critical goods – the most important types of goods demanded for steady functioning of economy, the solution of social and economic tasks and ensuring national security of the Republic of Belarus which production is performed on the basis of critical technologies;

technology sovereignty – capability of the Republic of Belarus to have critical technologies (goods), important for ensuring welfare of the population and competitiveness, and also opportunity them independently to develop or receive from economies of other countries without unilateral structural dependence. Unilateral structural dependence are the relations between the states in case of which development of national economy depends on trade with one foreign partner or on one technology (goods);

import-substituting orientation – creation in the Republic of Belarus new or development of the existing modern productions and technologies intended for substitution of imported goods and technologies;

the importance of critical technologies (goods) for realization of priorities of social and economic development – the value of development and (or) upgrade of critical technologies (goods) for achievement of sustained economic growth and ensuring national security of the Republic of Belarus;

technical and economic feasibility in the short-term period – availability in the Republic of Belarus of necessary material resources, the scientific and personnel potential, design-technology and production base allowing to provide development and (or) upgrade of critical technologies (goods) during the period with duration up to three years inclusive;

the predicted scale in the total production of the organization – share of income gained from realization of critical goods in annual revenue of the organization to which the obligation on production of critical goods is assigned makes at least 25 percent;

executives in charge – the republican state bodies, other organizations subordinated to the Government of the Republic of Belarus, state bodies (organizations), the Republic of Belarus subordinate and (or) accountable to the President (further if other is not established, – state bodies) which according to Item 6 of the Regulations on procedure for development and the accomplishment of scientific and technical programs approved by the resolution of Council of Ministers of the Republic of Belarus of August 31, 2005 No. 961, can act as the state customers of the state and industry scientific and technical programs, make offers on inclusion of technologies (goods) in the list of critical technologies (goods) or on modification of the list of critical technologies (goods), coordinate development and (or) upgrade of such critical technologies (goods), and also provide accomplishment of obligations, provided in Item 6 of this resolution;

subjects of managing – legal entities of all patterns of ownership and individual entrepreneurs.

5. Determine that:

5.1. when forming the offers specified in part one of Item 7 of this resolution, are considered by state bodies including proposals of the subjects of managing having competence on development and (or) upgrade of critical technologies (goods) with the feasibility statement on need of development and (or) upgrade of critical technologies (goods) and their further application (further – the feasibility statement);

5.2. selection criteria of critical technologies for inclusion in the list of critical technologies (goods) are:

import-substituting orientation;

importance of critical technologies (goods) for realization of priorities of social and economic development;

technical and economic feasibility in the short-term period.

Inclusion of critical technologies in the list of critical technologies (goods) is performed on condition of their compliance to all selection criteria specified in part one of this subitem;

5.3. selection criteria of critical goods for inclusion in the list of critical technologies (goods) are:

import-substituting orientation;

importance of critical technologies (goods) for realization of priorities of social and economic development;

technical and economic feasibility in the short-term period;

the predicted scale in the total production of the organization.

Inclusion of critical goods in the list of critical technologies (goods) is performed on condition of their compliance to at least three selection criteria specified in part one of this subitem. At the same time compliance of critical goods to the criterion specified in the paragraph the second to part one of this subitem is obligatory.

6. To executives in charge to take measures on:

to inclusion in scientific and technical programs of projects of the tasks providing development and (or) upgrade of critical technologies (goods) included according to their offers in the list of critical technologies (goods);

to control of the course of development and (or) upgrade of critical technologies (goods) included according to their offers in the list of critical technologies (goods), in the corresponding terms;

to carrying out once in half-year of review of the list of critical technologies (goods) taking into account the selection criteria specified in Item 5 of this resolution for introduction suffices changes in need of it.
