About approval of the Method of calculation of the average monthly salary of workers

1. Approve the enclosed Method of calculation of the average monthly salary of workers.
2. To provide to department of statistics of work and level of living together with Legal department of Bureau of national statistics of the Agency on strategic planning and reforms of the Republic of Kazakhstan in the procedure established by the legislation:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on Internet resource of Bureau of national statistics of the Agency on strategic planning and reforms of the Republic of Kazakhstan.
3. To department of statistics of work and level of living of Bureau of national statistics of the Agency on strategic planning and reforms of the Republic of Kazakhstan to bring this order to structural and territorial subdivisions of Bureau of national statistics of the Agency on strategic planning and reforms of the Republic of Kazakhstan for management in work.
4. To impose control of execution of this order on the supervising deputy manager of Bureau of national statistics of the Agency on strategic planning and reforms of the Republic of Kazakhstan.
5. This order becomes effective after ten calendar days after day of its first official publication.

1. The method of calculation of the average monthly salary of workers (further - the Technique) belongs to the statistical methodology created according to recommendations of the International Labour Organization and affirms according to the subitem 5) of article 12 of the Law of the Republic of Kazakhstan "About the state statistics" and with the subitem 20) of Item 15 of the Regulations on Bureau of national statistics of the Agency on strategic planning and reforms of the Republic of Kazakhstan approved by the order of the Chairman of the Agency on strategic planning and reforms of the Republic of Kazakhstan of October 23, 2020 No. 9-nk.
2. This Technique determines algorithm of calculation of the indicators created within nation-wide statistical observations.
3. The technique is applied by Bureau of national statistics of the Agency on strategic planning and reforms of the Republic of Kazakhstan (further - Bureau) for the purpose of calculation of average monthly nominal wage.
4. Information base for calculation of the average monthly salary are primary statistical data of nation-wide statistical observations of the companies, administrative data.
5. Calculations of the following types of the salaries are given in this technique:
1) average monthly nominal wage;
2) median salary;
3) modal salary;
4) decile coefficient;
5) gender gap on the average monthly salary;
6) hourly average wage;
7) Jeanie's coefficient on the average monthly salary.
For calculation of types of the salaries and the corresponding indicators statistics and their sources of information according to Appendix to the Technique are used.
6. The average monthly nominal wage is the salary estimated on average on one worker or unit of worked time, expressed in monetary units.
The average monthly nominal wage is calculated by division of the amount of the added salary fund into the actual number of workers:
where w – the nominal average monthly salary, tenge;
F – the amount of the added salary fund (the statistical form "Report on Work", index 1-T, frequency – quarter, annual), tenge;
N – the actual number of workers (the statistical form "Report on Work", indeks1-T, frequency – quarter, annual), the person.
Two indexes of compensation are calculated: nominal and real.
7. Index of nominal wage – the relative indicator characterizing change of the average monthly salary in the accounting period to the average monthly salary of the basic period:
where Iw – index of the nominal average monthly salary, as a percentage;
Wn – the nominal average monthly salary in the accounting period, tenge;
Wr – the nominal average monthly salary in previous period, tenge.
8. Index of real wage – the relative indicator characterizing change of nominal wage in the accounting period in comparison with the basic period taking into account the change in price. Characterizes purchasing power of nominal wage. It is determined by division of index of nominal wage into consumer price index into goods and services:

Iw index of nominal wage, as a percentage;
Ip consumer price index, as a percentage.
Both indexes belong to the same temporary period.
9. Makes calculation of the median salary of Bureau by method of interval variational series of distribution of number of workers by the sizes of the salaries.
The method of interval variational series is applied because of heterogeneity of the researched indicator, that is the researched size (the average monthly salary) accepts many various values and is heterogeneous.
For research of interval variational series at first intervals within which values vary are determined, then on each interval frequencies – quantity of options which got to it are counted.
