About implementation of the Presidential decree of the Republic of Belarus of August 31, 2023 No. 275
Based on part two of subitem 1.3 of Item 1 and subitem 6.1 of Item 6 of the Presidential decree of the Republic of Belarus of August 31, 2023 No. 275 "About support of the separate state organizations of culture", the Council of Ministers of the Republic of Belarus DECIDES: parts two of Item 3 of Article 87-1 of the Budget code of the Republic of Belarus
1. Establish the standard rate of ensuring the current activities of theaters according to appendix.
2. Approve:
The regulations on procedure for provision to theaters of subsidies (are applied).
3. Bring in the resolution of Council of Ministers of the Republic of Belarus of October 18, 2010 No. 1504 "About measures for implementation of the Presidential decree of the Republic of Belarus of September 3, 2010 No. 457" the following changes:
state the name in the following edition:
"About standard rates of ensuring cultural activities of the separate state organizations of culture";
state preamble in the following edition:
"Based on part two of subitem 1.3 of Item 1 of the Presidential decree of the Republic of Belarus of August 31, 2023 "About support of the separate state organizations of culture" the Council of Ministers of the Republic of Belarus DECIDES: No. 275";
the paragraph one of Item 1 to state in the following edition:
"1. Establish for the state theatrical and spectacular organizations (except for the state theaters), the state recreation parks and zoos, the state organizations of cinematography performing display and (or) distribution of movies, the following types of standard rates of ensuring cultural activities:";

"1. This Provision establishes procedure for determination of standard rates of ensuring cultural activities (the standard rate of number of workers and the standard rate of financial provision) of the state theatrical and spectacular organizations (except for the state theaters), the state recreation parks and zoos, the state organizations of cinematography performing display and (or) distribution of movies (further, unless otherwise specified, – the organizations of culture).";

"State bodies taking into account conditions of activities of the state theatrical and spectacular organizations (except for the state theaters) (moving to other capital structure (the building, construction), the isolated room, capital repairs, reconstruction, technical retrofitting, closing of scenic platforms and another) can establish the number of performances (concerts, representations) in year lower than the quantity specified in part three of this Item.";
in Item 7:
third to state part in the following edition:
"In case of failure to carry out of culture of the number of performances by the organizations (concerts, representations, displays of movies) established by state bodies, the means which are excessively received by the organizations of culture for the standard rate of financial provision are subject to return to the relevant budget in proportion to the outstanding number of performances (concerts, representations, displays of movies) (further – the means which are subject to budget contribution) no later than May 1 of the year following for reporting.";

"Information on the size of the means which are subject to budget contribution is submitted managers of means republican or local budgets no later than April 10 of the year following for reporting, respectively in the Ministry of Finance or local financial body.
Information on transfer (not transfer) by the organizations of culture of the means which are subject to budget contribution is submitted managers of means republican or local budgets respectively in the Ministry of Finance or local financial body no later than May 10 of the year following for reporting.
In case of not transfer by the organizations of culture of the means which are subject to budget contribution collection of the specified means and interest for using by them is made by the Ministry of Finance, its territorial authorities, local financial bodies in indisputable procedure within 10 working days after receipt of information specified in part five of this Item.".
4. Procedure for creation of calculations of expenses republican or the local budgets provided according to Item 1 of the Presidential decree of the Republic of Belarus of August 31, 2023 No. 275, procedure for creation of the production financial plan of the state theatrical and spectacular organization and state organization of culture of the mixed type regarding its structural division performing cultural activities by means of ensuring creation of execution of works of theatrics and their public performance are determined by the Ministry of Culture in coordination with the Ministry of Finance.
5. For the purposes of this resolution the term "theater" is used in the value determined in the Presidential decree of the Republic of Belarus of August 31, 2023 No. 275.
6. To the Ministry of Culture:
in coordination with the Ministry of Finance annually to introduce offers on review of the standard rate of the ensuring the current activities of theaters established in Item 1 of this resolution in Council of Ministers of the Republic of Belarus;
take other measures for implementation of this resolution.
