1. Approve the enclosed requirements to the regional standard of transport servicing of the population.

2. This resolution becomes effective since March 1, 2024.

Requirements to the regional standard of transport servicing of the population

1. The regional standard of transport servicing of the population establishes the list and target measure values, characterizing availability, safety and comfort to the population of the subject of the Russian Federation of regular public conveyances and baggage road transport and urban land electric transportation (further - regular public conveyances) in interrelation with public conveyances and baggage other modes of transport public (rail, air, water and extra street transport) (further - other modes of transport) which organization is carried to competence of actuators of subjects of the Russian Federation (further respectively - availability of regular public conveyances, safety of regular public conveyances, comfort of regular public conveyances), for 5 years, including by years, with indication of measure values the current year.

2. The indicators characterizing availability of regular public conveyances are created proceeding from:

a) indicators of territorial availability of the regular public conveyances determining:

normative distance of pedestrian availability of regular public conveyances to stopping points of routes of regular public conveyances and (or) the standard time of such pedestrian availability of regular public conveyances spent for movement;

share of the population for which pedestrian availability of regular public conveyances to stopping points of routes of regular public conveyances is in the limits of normative distance and (or) standard time specified in the paragraph the second this subitem in total quantity of the population living in the territory of the subject of the Russian Federation;

the maximum distance of pedestrian availability of regular public conveyances to stopping points of routes of regular public conveyances and (or) the maximum time spent by the passenger for movement to stopping points of routes of regular public conveyances;

b) indicators of price availability of the regular public conveyances determining:

total expenses of the population on implementation of trips road transport and urban land electric transportation and (or) other mode of transport;

share of routes of regular public conveyances on which the differentiated journey payment system depending on trip distance, is provided in total quantity of routes of regular public conveyances;

share of routes of regular public conveyances on which the possibility of payment of journey by means of the travel document used on road transport and urban land electric transportation, other modes of transport is provided in total quantity of routes of regular public conveyances;

share of routes of regular public conveyances on which the possibility of payment of journey by means of the travel document used only on road transport and urban land electric transportation is provided in total quantity of routes of regular public conveyances;

c) indicators of information availability of the regular public conveyances determining:

share of the population having possibility of receipt of information on arrival time of route vehicles of road transport and urban land electric transportation on stopping points and (or) about implementation of transportation by the order (including with use of mobile application), in total quantity of the population living in the territory of the subject of the Russian Federation;

share of route vehicles of road transport and urban land electric transportation, other modes of transport connected to intelligent transportation system on passenger transport in total quantity of route vehicles;

d) indicators of temporary availability of the regular public conveyances determining:

time of the beginning and end of movement of route vehicles of road transport and urban land electric transportation and (or) other modes of transport;

frequency (interval) of movement of route vehicles of road transport and urban land electric transportation and (or) other modes of transport;

time inventory pledged by the passenger on movement to the destination with use of road transport and urban land electric transportation, other modes of transport;

time inventory pledged by the passenger on movement to the destination with use only of route vehicles of road transport and urban land electric transportation;

e) other indicators characterizing availability of regular public conveyances which procedure of payments of target values affirms regulatory legal acts of subjects of the Russian Federation.

3. The indicators characterizing safety of regular public conveyances are created proceeding from:

a) indicators of trip safety of the regular public conveyances determining share of the road accidents which happened because of drivers of route vehicles of road transport and urban land electric transportation and considered within conducting the state accounting according to article 9 of the Federal law "About Traffic Safety", in total quantity of the used route vehicles of road transport and urban land electric transportation and (or) amount of public conveyances by routes of regular public conveyances;

b) indicators of technical safety of the regular public conveyances determining share of the road accidents which were the result of materiel failure of route vehicles of road transport and urban land electric transportation and considered within conducting the state accounting according to article 9 of the Federal law "About Traffic Safety", in total quantity of the used route vehicles of road transport and urban land electric transportation and (or) amount of public conveyances by routes of regular public conveyances;

c) indicators of road safety of the regular public conveyances determining share of the road accidents which were the result of unsatisfactory road condition with route vehicles of road transport and urban land electric transportation and considered within conducting the state accounting according to article 9 of the Federal law "About Traffic Safety", in total quantity of the used route vehicles of road transport and urban land electric transportation and (or) amount of public conveyances by routes of regular public conveyances;
