About additional social guarantees to persons performing works in the territories of certain subjects of the Russian Federation and members of their families

For the purpose of increase in level of social security of persons performing works in the territories of certain subjects of the Russian Federation, and members of their families I decide:

1. Provide to persons replacing the state positions, municipal positions, to the government civil servants, the local government officers, workers replacing in bodies of the public power of position which are not carried to positions of the public or municipal service, employees of the organizations and organizations subordinated to the bodies of the public power, employees of other organizations and persons performing official (office, labor) obligations, performing works (rendering the services) connected with the fortification equipment of boundaries and line items in the territories of subjects of the Russian Federation, stipulated in Item 3 Presidential decrees of the Russian Federation of October 19, 2022 No. 757 "About the measures performed in subjects of the Russian Federation in connection with the Presidential decree of the Russian Federation of October 19, 2022 No. 756" and also to members of their families the following additional social guarantees:

a) in case of death (death) of such persons, employees, workers owing to the mutilation (wound, injury, contusion) received as a result of firings, explosions and (or) destructions of criminogenic nature in case of execution specified official (office, labor) obligations, accomplishment of the specified works (rendering services), or their death before the expiration of one year from the date of receipt of such mutilation (wound, injury, contusion) which came owing to such mutilation (wound, injury, contusion), lump sum payment in the amount of 5 million rubles in equal shares to the following persons is performed: to the spouse (spouse) consisting (consisting) on the date of death (death) in scrap with the died (dead), parents of the died (dead), minor children of the died (dead), children 18 years, become disabled people before achievement of age by them 18 years, to the children aged up to 23 years studying in the educational organizations for full-time courses, the faces which were dependent on the died (dead), to persons recognized actually bringing up and containing died (dead) within at least five years before achievement of age of majority by it, and in the absence of specified persons - to full age children died are more senior (dead) or in case of absence of full age children to full and not full brothers and sisters of the died (dead). In case of determination of the amount of the specified lump sum payment the amount of the lump sum payment performed (due) according to the subitem "b" of this Item is considered;

b) in case of obtaining by such persons, employees, workers of mutilation (wound, injury, contusion) as a result of firings, explosions and (or) destructions of criminogenic nature in case of execution specified official (office, labor) obligations, accomplishment of the specified works (rendering services) it performs lump sum payment at the rate to 3 million rubles. The specific amount of lump sum payment depending on severity of mutilation (wound, injury, contusion) is determined by the Government of the Russian Federation. If the mutilation (wound, injury, contusion) entailed disability approach, lump sum payment in the amount of 4 million rubles taking into account the lump sum payment made in case of receipt of this mutilation is performed (wounds, injuries, contusions).

2. Receipt of the lump sum payments established by this Decree is not considered in case of determination of the right to other payments and by provision of measures of social support, stipulated by the legislation the Russian Federation and the legislation of subjects of the Russian Federation.

3. To the government of the Russian Federation in 30-day time to determine:

a) sources of financing of the expenses connected with implementation of this Decree;

b) procedure for appointment and implementation of the lump sum payments established by this Decree;

c) procedure for establishment of cause and effect relationship between approach of death of persons, employees, the workers called in Item 1 of this Decree and mutilation (wound, injury, contusion) got by them as a result of firings, explosions and (or) destructions of criminogenic nature in case of execution official (office, labor) obligations, performance of works (rendering the services) connected with the fortification equipment of boundaries and line items in the territories of subjects of the Russian Federation, stipulated in Item 3 Presidential decrees of the Russian Federation of October 19, 2022 No. 757 "About the measures performed in subjects of the Russian Federation in connection with the Presidential decree of the Russian Federation of October 19, 2022 No. 756".

4. This Decree becomes effective from the date of its signing and extends to the legal relationship which arose since February 24, 2022.
