About further increase in efficiency of activities of the free economic zone Hazarasp

For the purpose of the accelerated development of the sphere of the industry and increase in investment appeal of the Khorezm region, implementation of modern market mechanisms on the basis of the best international practices, and also production organization of competitive products for the internal and external markets:

1. Agree with offers of khokimiyat of the Khorezm region, the Ministry of investments, the industry and trade, and also the Ministry of Economics and finance on:

to expansion of the territory of the free economic zone Hazarasp by allocation of land specified in appendix No. 1 in the town of Al-Horezmi which is under construction in the Urgench district of the Khorezm region;

optimizations of the territories of the free economic zone Hazarasp according to appendix No. 2.

2. (Zh. Rakhimov) to provide to khokimiyat of the Khorezm region in a month:

return to inventory of the region of the optimized land of the free economic zone Hazarasp with subsequent their use in the purposes established by the legislation;

together with the Agency according to the inventory (F. Pulatov) fixing in tracings and removal in nature (on the area) borders of land allocated for the free economic zone Hazarasp in the town of Al-Horezmi;

together with the Ministry of Construction and Housing and Communal Services (B. Zakirov) development of the master plan of the territory of the free economic zone Hazarasp in the town of Al-Horezmi.

At the same time:

determine Service of the Single Customer Engineering company under khokimiyat of the Khorezm region the organization customer in case of development of the master plan;

determine contract organization by development of the master plan based on the competitive (tender) biddings in accordance with the established procedure;

to perform the expenses connected with development of the master plan at the expense of the exceeded part of the local budget of the Khorezm region and means of regional fund of development of entrepreneurial infrastructure.

3. To khokimiyat of the Khorezm region together with the Ministry of Economics and finance, the Ministry of investments, industry and trade, the Ministry of digital technologies, Committee on highways, JSC Regionalnye elektricheskiye seti, JSC Hududgaztajminot and JSC Uzsuvtajminot in a month based on the approved master plan of the territory of the town of Al-Horezmi to create and submit for approval in the Cabinet of Ministers the Address program of the objects of the free economic zone Hazarasp which are subject to providing with engineering and communication and road infrastructure in 2023-2024.

Determine that:

financing of the works on construction of facilities included in address programs is performed according to the resolution of the President of the Republic of Uzbekistan of December 18, 2020 No. PP-4929 "About measures for further development of engineering and communication infrastructure in regions";

determination of tasks of the customer of works on construction and repair of the objects included in address programs is performed according to the resolution of the President of the Republic of Uzbekistan of April 30, 2021 No. PP-5101 "About measures for further development of engineering and communication infrastructure of special economic and small industrial zones";

on the created production facilities in priority procedure will be used alternative or renewable energy resources.

4. Make changes to some resolutions of the President of the Republic of Uzbekistan and the Government of the Republic of Uzbekistan according to appendix No. 3.

5. Assign to the minister of investments, the industry and trade L. Sh. Kudratov and hokim of the Khorezm region of Zh. R. Rakhimov the personal responsibility for the effective organization of execution of this resolution.
