About some questions of Audit Chamber of the Kyrgyz Republic

For the purpose of implementation of article 18 of the constitutional Law of the Kyrgyz Republic "About Audit Chamber of the Kyrgyz Republic", article 17 of the Law of the Kyrgyz Republic "About the public civil service and municipal service", according to article 71 of the Constitution of the Kyrgyz Republic I decide:

1. Approve Rules of revenues in special (out-of-competition) procedure to managerial state civil positions of Audit Chamber of the Kyrgyz Republic according to appendix.

2. Bring in the Presidential decree of the Kyrgyz Republic "About approval of the Register of the state and municipal positions of the Kyrgyz Republic" of January 31, 2017 No. 17 the following change:

in the Register of the state and municipal positions of the Kyrgyz Republic approved by the above-named Decree:

- to state item 4 of Chapter 4 of the Section II in the following edition:

Rules of revenues in special (out-of-competition) procedure to managerial state civil positions of Audit Chamber of the Kyrgyz Republic

1. General provisions

1. These rules are developed according to article 18 of the constitutional Law of the Kyrgyz Republic "About Audit Chamber of the Kyrgyz Republic", article 17 of the Law of the Kyrgyz Republic "About the public civil service and municipal service".

2. These rules regulate revenues in special (out-of-competition) procedure to managerial state civil positions of Audit Chamber of the Kyrgyz Republic (further - Audit Chamber).

3. Replacement of vacant managerial state civil position of Audit Chamber is performed by carrying out selection conforming to imposed qualification requirements of candidates for replacement of vacant managerial state civil position (further - candidates).

4. Candidate screen is made on the principles of equal access for citizens to participation in it, legality, openness, uniformity of conditions and procedure for carrying out selection, and also leading of its results.

5. Qualification requirements to managerial state civil positions include requirements:

1) to years of service and work experience in the specialty and to the corresponding professional skills;

2) to the level and profile of education, taking into account specifics of work on the corresponding managerial state civil position;

3) to ownership Kyrgyz, Russian and foreign languages in the amount necessary for implementation of activities of the government employee;

4) to the skills necessary for implementation of activities in the corresponding managerial state civil position.

6. In addition to the requirements specified in Item 5 of these rules the following requirements of positions are established:

1) the chief of staff person having length of service in system of Audit Chamber to positions of the main group of managerial state positions at least 7 years is designated;

2) heads of structural and territorial subdivisions persons having length of service in system of Audit Chamber to positions of the main group of managerial state positions at least 5 years are designated.

7. Qualification requirements on each managerial state civil position of Audit Chamber affirm the order of the chairman of Audit Chamber.

8. Person cannot be the candidate for replacement of vacant managerial state civil position:

1) recognized as the judgment incapacitated or who the court verdict is forbidden to perform activities serving or to hold certain positions of the public and municipal service;
