About approval of some Administrative regulations of rendering the state services in the field of social protection of the population

According to the Presidential decree of the Republic of Uzbekistan of January 31, 2020 No. UP-5930 "About Additional Measures for the Accelerated Development of National System of Rendering the State Services" and for the purpose of further enhancement of system of rendering the state services in the field of social protection of the population the DECIDES: Cabinet of Ministers

1. Approve:

Administrative regulations of rendering the state services to destination lump-sum allowance in case of the child's birth according to appendix No. 1;

2. To provide to the Ministry of Justice of the Republic of Uzbekistan development and approval of standard forms, forms of the documents and other acts necessary for rendering the state services, the organization and holding educational seminars with participation of staff of the Centers of the state services directed to increase in level of efficiency and effectiveness of practical application of the administrative regulations approved by this resolution.

3. To the ministry of development of information technologies and communications of the Republic of Uzbekistan together with the off-budget Pension fund under the Ministry of Finance and the Agency of the state services under the Ministry of Justice of the Republic of Uzbekistan till June 1, 2020:

provide implementation of the state services in the administrative regulations approved by this resolution through the Single portal of interactive state services of the Republic of Uzbekistan (further - EPIGU);

implement on EPIGU the procedure of tracking of the course of consideration of addresses at each stage of rendering the state services;

provide integration of the database of the off-budget Pension fund with the information system "ZAGS Single Electronic Archive" for the purpose of ensuring full automation of process of rendering the state services in requests for lump-sum allowance in case of the birth of the child and benefit for burial;

provide full automation of process of rendering the state services in issue of certificates of availability of citizens in the list of persons receiving pensions and benefits and certificates of the size of pensions and benefits.

4. To the agency of the state services under the Ministry of Justice of the Republic of Uzbekistan:

establish constant control, including by means of EPIGU, behind observance of established procedure of rendering the state services according to the administrative regulations approved by this resolution;

apply in accordance with the established procedure measures of administrative punishment to officials of the organizations participating in rendering the state services for violation of requirements of the administrative regulations approved by this resolution.

6. To the Ministry of Justice of the Republic of Uzbekistan together with other interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan on financial and economic questions and reducing poverty - the Minister of Economic Development and reducing poverty of the Republic of Uzbekistan Kuchkarov D. Administrative regulations of rendering the state services to destination lump-sum allowance in case of the child's birth

Chapter 1. General provisions

1. These Regulations determine procedure for rendering to parents of the been born child or to persons, them replacing (further - applicants), the state services in case of the address for purpose of one-time money allowance (further - benefit) in case of the child's birth (further - the state service) through the Centers of the state services.

2. In case of the address within 6 months since the birth of the child the state services are the off-budget Pension fund under the Ministry of Finance of the Republic of Uzbekistan (further - authorized body) through the Centers of the state services or the Single portal of interactive state services of the Republic of Uzbekistan (further - EPIGU), and the money allowance is paid by the organization to which delivery (delivery) of benefit is assigned.

3. Electronic exchange of information between centers of the state services and authorized body is performed only by means of interdepartmental electronic interaction with obligatory application of the digital signature (further - the EDS).

4. Rendering the state services to destination of lump-sum allowance in case of the birth of the child is performed according to the scheme according to appendix No. 1 to these Regulations.

Chapter 2. Procedure for rendering the state service

5. The applicant for receipt of the state service addresses to the Centers of the state services in attendance procedure or is registered on EPIGU for receipt of the state service in electronic form.

6. In case of the address of the applicant in attendance procedure the employee of the Center of the state services on behalf of the applicant, and in case of the address through EPIGU the applicant independently fills in in electronic form the questionnaire in form according to appendix No. 2 to these Regulations.

7. After filling of the questionnaire the applicant checks correctness of data and certifies the questionnaire by appropriate means of identification of the signature (the EDS, dactyloscopy, the digital signature, Mobile-ID, etc.).

8. For rendering the state services collection is not levied.

9. Instruction by applicants in the questionnaire of false information or refusal in their assurance is the basis for refusal in provision of the state service.

The refusal in provision of the state service in other bases is forbidden.

10. The applicant has the right to refuse receipt of the state service at any stage of its rendering. In case of refusal the applicant from receipt of the state service its questionnaire is left without consideration.

11. In case of the address of the applicant in attendance procedure in the Center of the state services its questionnaire is filled in with the employee of the Center of the state services and within 5 minutes after her assurance by the applicant, and in case of the address through EPIGU - automatically goes in electronic form to authorized body.

12. The authorized body within 5 minutes after receipt of the questionnaire grants allowance or refuses appointment about what in electronic form sends information to the relevant Center of the state services or to EPIGU. In case of refusal in purpose of benefit causes of failure are specified.
